February 15, 1980 U. S. Nuclear Regulatory Commission Region I ATTN: Mr. George H. Smith Chief, Fuel Facility and Materials Safety Branch 631 Park Avenue King of Prussia, PA 19406 Subj ect : Report of Inspection 50-184/79-05 Gentlemen:

This is in response to your letter of January 22, 1980 which was received on February 11, 1980. As detailed in attachment 5 of the inspection report, NBS moved promptly to locate, identify, and remove all radio-active particles found outside of the building. Comprehensive surveys were made throughout the NBS site and around the perimeter fence. Full compliance in the above surveyed area has already been achieved including institution of the following additional steps.

1. Health Physics staf f attention has been drawn to existing requirements and procedures for radioactive material control, posting, and surveillance. All such requirements are to be carefully and implicitly followed.
2. Radioactive material control has been included in re-indoctri-nation classes for building occupants.
3. Routine, periodic surveys of areas outside the building have been instituted.

Sincerely, f.4$ N Robert S. Carter Chief, Reactor Radiation Division l
