Millstone Nuclear Power Station, Unit No. 3 Reporting of Potential Significant Deficiencies in Design and Construction As required by Title 10, Code of Federal Regulations Part 50, Paragraph 55(c), Northeast Nuclear Energy Company (NNECO) is reporting a sig-nificant deficiency in the construction of Millstone Unit No. 3 which is a result of damage to the containment liner. On September 11, 1981 Mr. B. L. Cari.3on of Northeast Utilities Service Company telephoned your Mr. T. Elsasser to report a potential significant deficiency regarding the damage sustained by the containment liner because of a fire within the containment building.

At present we are in the preliminary stages of assessing the problem.

As such, we are still making investigations to accurately assess the extent of damage involved. Visibly there appears to be two areas where the liner plate was overheated and as a result deformation took place which displaced the liner away from the concrete containment shell. As part of our damage assessment we are in the process of cutting inspection ports in the largest of the two deformed portions of the liner to more easily inspect suspected damage to the liner anchoring studs and also look for possible indications of damage to the concrete containment shell.
