Diesel Generator Technical Specification Change i

e Gentlemen:

While attempting to perform the routine one hour synchronous load surveillance test (Section 4.8.1.1.2.a.5) on Diesel 2C on September 27, 1981 at 9:05 A.M., the engine tripped on high crankcase pressure after being successfully started and loaded for thirty minutes. Upon investigation a liner seal between the jacket water system and air intake system was found

- to be broken allowing water to enter the cylinder combustion space on one cylinder. The cylinder liner was scarred and the upper wrist pin bushing was extruded. In addition, the upper thrust bearing and the rumber 8 upper crank- <

shaft bearing were found to be wiped. The root cause and thereby the subsequent I failures leading up tc the high crankcase pressure are not known at this time nor has the total extent of damage been ascertained.

Currently, Alabama Power Company, with a team of engineers and technicians from Colt Industries, is undertaking a thorough investigation / repair program.

Such program began the morning of September 27,1981. Engine; disassembly, troubleshooting and repair, engine reassembly, and replacen~at of lubricating oil along with attendant engine run in and operability tests is believed to 1 be attainable within seventeen (17) days of the date of the problea discovery.

More explicitly this repair will include replacement of the liner, o-rings and gaskets, pistons, wrist pins and bushings for affected cylinders. In addition, all cylinder liners are being evaluated and will probably be replaced.

A hydrostcic test to verify satisfactory repair and to varify the adequacy of the remaining cylinder o-rings and gaskets will be performed.  !

If damage is more extensive or if tle failures involve other causes, the return-to-service time could be longer than the present schedule.

I Maintenance is currently being completed on Diesel lC as allowed by Unit 2 Technical Specification Section 3.8.1.1.b.2 for a recurrence of previously experienced wrist pin bushing failures. An investigation ir.to the cause of this failure is proceeding concurrently with the 1C repair. Alabama Power Company will keep the NRC fully informed on the status of this effort.

_ while operating Unit 2. Currently Unit I is in cold shutdown and is not planned for return to power until later this year.

Alabama Power Company proposes to demonstrate

Due to er.pected time required to repair diesel generator 2C, approximately 90 starts on the remaining diesels would be required by Section 4.8.1.1.2.a.4.

The diesel manufacturer does not recommend the testing frequency required during the period needed to repair diesel generator 2C due to potential accelerated wear.

All transmission lines feeding the Farley Nuclear Plant switchyard are currently operable'with no interruptions scheduled during this repair.

Currently with Farley Unit'1 shutdown for major repairs to the turbine generator, Alabama Power Company, as a member of the Southern Company Power Pool, will be a net purchaser of both capacity and energy during the fourth F quarter of 1981. Major maintenance on other generating units is scheduled during this' period. The shutdown of Unit 2 to complete this repair would further exacerbate this condition of purchasing power and/or delaying necessary maintenance on other units in preparation for winter load require-ments.

It is requested that approval of this change to the Technical Specifi-cations be granted before 5:00 P.M. September 28, 1981, in order that the

, generation of Unit 2 not be impacted.

Alabama Power Company has reviewed this proposed change to the Technical Specifications by the Plant Operations Review Committee and the Nuclear Operations Review Board and has determined that such changes do not involve an unreviewed safety question as shown in the safety evaluation with detailed bases included in Attachment 2.

The class of each item in this proposed amendment is designated as Class III for Unit 2 in accordance with 10CFR170.22 requirements.

Enclosed is a check for $4,000 to cover the total amount of fees required.
