O October 9, 1980 Docket No. 50-423 AEC-MP3-222 B10099 Mr. Boyce H. Grier, Director Region I Office of Inspection and Enforcement U. S. Nuclear Regulatory Commission 631 Park Avenue King of Prussia, PA 19406 Gentlemen:

Millstone Nuclear Power Station, Unit No. 3 Reporting of Deficiencies in Design and Construction As required by Title ).0, Code of Federal Regulations Part 50, Paragraph 55(e),

we are reporting a potential significant deficiency in the design of Millstone Unit No. 3.

We have been notified by Westinghouse Electric Corporation, Water Reactor Division, that a main feedline rupture with an assumed failure in the steam generator blowdown system could lead to reduced cooling to the steam generator.

This information was reported by telephone to Mr. McGaughy by Mr. B. L. Carlson of NUSCO on September 24, 1980.

We are currently reviewing the problem with Stone and Webster Engineering Corporation. We will report the results of review as soon as possible.

Very truly yours, NORTHEAST NUCLEAR ENERGY COMPANY SM W. G. Counsil Senior Vice President ec: Office of Inspection and Enforcement U. S. Nuclear Regulatory Commission Washington, D.C. 20555
