JOSEPH M. FARLEY NUCLEAR PLANT - UNIT 2 PROPOSED FXY TECHNICAL SPECIFICATION CHANGES As a result of meetings with the NRC Staff on August 21-28, 1980 regarding the Appendix "A" Technical Specifications, the Staff stated that Alabama Power Company should formally docket our requests regarding specification 4.2.2.2.e "Fxy Limits". A discussion of this request is provided below.

During the course of the technical specification discussions with the NRC in August, Alabama Power Company proposed to replace the Fxy limits as stated in the technical specifications with a reporting requirement since Fxy is a surveillance limit and not a safety limit.

Since Fxy limits typically vary from cycle to cycle, the proposed reporting requirements will result in savings to the utility and NRC in manpower and license amendment fee costs associated with proposing a technical specification change.

As a result of subsequent discussions with the NRC Staff, Westinghouse, and Southern Company Services, Alabama Power Company proposes the enclosed technical specification changes.

It is requested that the proposed changes be incorporated into the technical specifications that are to be issued with the full power operating license.
