Docket Nos. 50-498A, 50-432A Texas Utilities Generating Company (Comanche Peak Steam Electric Station; Units 1 and 2) Docket Nos. 50-445A, 446A Gentlemen:

llouston Lighting & Power Company ( "Ilous ton " ) hereby submits its Petition for Directed Certification seeking appellate review of a March 7, 1980, ruling of the Atomic Safety and Licensing Board (" Licensing Board") that, not-withstanding prior Licensing Board orders, Ilouston must make available to adverse parties confidential documents prepared in the course of settlement negotiations.

The Licensing Board has stayed the ef fectiveness of its March 7 ruling until March 17 to permit IIouston to obtain the appellate review requested here. The enclosed Petition requests that the Appeal Board extend this stay until the appellate review requested here is completed.

Ilouston respectfully requests that the Appeal Board act by March 17 to extend this stay, without prejudice to any further action which the Appeal Board might take after 8004020ll3
