Dear Mr. Buckley:

Clinton Power Station Units 1 & 2 Docket Nos. 50-461 and 50-462 On December 1, 1979, Illinois Power Company transmitted five copies of the Physical Security Plan and Safeguards Ccntingency Plan for the Clinton Power Station. That trans-mittal of security plans was in support of the licensing documents tendered for acceptance review for the Clinton Power Station operating license (OL) application.

As you are aware, it is anticipated that the Clinton OL application will be docketed shortly. Pursuant to our past discussions, this confirms agreements that the security plan copies submitted December 1 are to be used for docketing in conjunction with the balance of the OL application material which will be sent upon notification of acceptance for docketing.

During my recent telephone conversation on June 9 with Mr. ,

Robert Skelton, NRC Division of Safeguards, it was acknowledged that the tendered security plan material is acceptable for docketing purposes. However, it is recognized that a security guard training and qualification program per 10CFR73, Appendix ,

B, General Criteria for Security Personnel, is lacking. We  ;

kindly request a reasonable extension of time for submittal of  !

that ~information. Our current schedule is to submit for review in about six ttonths our program for training and qualification of security ' personnel. We believe our schedule to be a timely submittal for such security information and sincerely hope that you will concur.
