1. In view of the fact that plant emission of radioactive iodine will fall on corn and hay as well as pasture, and corn (the whole plant) and hay are the principle " stored feeds" on dairy and beef farms in southeastern Pennsylvania, please explain:
a. khy milk testing is carried out only when milk cows are on pasture? (Note that stored feed is often used on a last in, first out basis.)

RESPONSE

Milk uenitoring is carried out in all seasons of the year.

b. khy milk testing is not done on nursing beef cows, horses and ewes, since calves, foals and lambs can also be injured by elevated thyroid exposur.es?

RESPONSE

The objective of milk nonitoring is the assessment of the irpact of airborne radiciodine on the huran infant thyroid from the ingestion of fresh fluid milk. The major source of fresh fluid milk for human consurption is l . the dairy cow.

2. In view of the fact that radioactive iodine depositions do not diminish even an order of magnitude for distances over 100 miles in the path of a well defined plume, and such a plune can be confined to a 15* are:
a. Are you confident that proposed nonitoring procedures accurately predict milk contamination? -

b. If so, why?

RESP 0tE The premise set forth in this interrogatory is not a fact. To the contrary, deposition of radinactive iodine dcpletes cloud concentration and is proportional to cloud concentration. The only means by which one could be absolutely certain of the status of milkbome radiciodines would be the conitoring of every tank from every farm, assuming ignorance of facility effluent status. Our praccice is to direct nonitoring activities to fams close to the site, where one is cost likely to find,radiciodines if they are present.

c. If so, state for a case such as the M-2 event the expected dose a child who consumes one quart per day of uilk from an exposed heid nine miles from the plant for that period which will elapse before the child's parents are rade aware that the trilk is contaminated. Please do not discuss an average child. -

RESPONSE

l Assuning the child to be a newborn infant who consumes the quart of milk 4-diately after tilking and assuming concentration of 20 picoeuries per liter (approxinately a quart), and assuming a 24 hour2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br /> time lapse between milking and analysis, the infant thyroid dose comnitment would be 0.33 millirem. The infant thyroid dose from background for one day is about 0.25 millirem.

3. According to NUREG 0558, the full body and thyroid dose to each individual in the 50 mile radius of the Ed accident, was assumed to be the same, i.e., the dose was calenlated by dividing the total emission by the total number of people within the 50 mile radius. Do you consider this an adequate measure of " dose" te population?
a. If so, explain why? ,

4. . Wat measures would constitute the basis for emergency declaration for the. 50 mile EPZ?

. IESPONSE Under Section 7301(c) of the Emergency Management Services Act of 1978, P.L.1332, a " disaster emergency shall be declared by executive order or proclamation of the Governor upon finding that a disaster has occurred or that the occurrence of or the threat of a disaster is inminent." " Disaster emergency" is defined in Section 7102 (" Definitions") of P.L.1332. Tae 50-mile ingestion planning zone defines a distance up to which protective actions are I

planned for if necessary. However, the degree and type of specific energency will determine which portions of the 50-mile planning zone may be affected by the emergency.
