SVA/TMI A"S SECOND SET OF INTERROGATORIES AND REQUEST FOR PRODUCTION OF DOCUMENTS TO GPU NUCLEAR Pt$rsuant to 10C.F.R. $2.74b and 2.741 and the Atomic Safety and Licensing Board's "Memorandum"of February 17,1988, SVA/TMIA hereby requests that GPU Nuclear answer in writing and under oath or affirmation, each of tN following interrogatories separately and fully, and produce and permit inspection and copying of the original or best copy of all documents identified in the interrogatories below.

Those "Definitions and Instructions" supplied with the first set of interrogatories should be utilized whpn answering the enclosed.

These interrogatories are intended to be' continuing in nature and the answers should promptly be supplemented or amended as appropriate.

, , . , ~ . - m l INTERROGATORY 1.

In GPU Proposal, July 1986,you state "There is good confidence that the dispersion resulting from the 1985 data is similar to annual dispersion in recent years" (page 42,Section 4.2.2.1)

State the basis for this confidence. State which year prior to 1985 provided the data which was used to determine dispersion prior to 1985. Explain how this was different to the 1985 data.

INTERROGATORY 2 In GPU Proposal, July 1986,you state that "the continuous tritium release rate to the atmosphere is limited to 570 uCi/see based

-5 3 on an X/Q of 5.6 x 10 sec/M "(page 22,"Tritium"). Provide the mathematical calculations to produce the result of 570uci/sec.

Does the X/Q value reflect the worse case short term dispersion charac teri stic s ?.

Does the allowable release rate of tritium take into account the fact that other radionuclides are present in the effluent?

INTERROGATORY 3 By what criteria was it decided to use a 100 foot stack to release the vapor into the atmosphere?

INTERROGATORY 4 List the uses and the location wherein the AGW will be used prior to the Unit 2 being placed in Post Defueling Monitored Storage.

INTERROGATORY 5 Is hydrogen peroxide being added to the AGW in the RCS presently?

When was the last addition of hydrogen peroxide made?

Are the microorgani ms in the RCS continuing to grow?

When was the first e.ddition of a)Betz 1182 b)Betz 1192 c)Calgon 289 to aid in DWCS filter efficienef.

Has there been water sample analysis undertaken since these coagulants were added to determine whether or not their presence affects the ion exchange efficiency of the Epicor/SDS system.

State the results of these water sample analysis and the dates when the analysis was undertaken.

INTERROGATORY 6 Response to Interrogatory S52 IC-page 37:

State the amount of nitric acid added.

State the amount of phosphoric acid added.

What is Triton-X-1007 Describe its contents and its purpose.

INTERROGATORY 7 List the storage capacity of each tank or storage location listed in Table 2-3,GPU Proposal, July 1986,page 12.

In Table 2-7,page 17,it is noted that SDS-T-1A (SDS Monitor)

(

contents do not need to be reprocessed through Epicor/SDS again prior to evaporation. However,it is noted in Letter 4410 ,

M-0349, June 22,1987, that on June 18th. SDS-T-1A's contents l

were reprocessed. Please clarify.

'P w INTERHOGATORY'.8"_

Is the AGW from one location mixed with the AGW from another location prior to processing through Epicor/SDS?

Explain the following in Letter 4410-87-M-0349, June 22 1987, "Epicor 11 Batch Reports" Includizg a) F-N/A f) Island Dilution b) K-27 c) 2K-18 d) sk e) E0B If the AGW is mixed from various locations prior to processing through Epicor 11, are samples drawn from each location prior to mixing?

INTERROGATORY 9 In the matter of sampling of water and analysis of sample, a) who undertakes calibration of the analytical procedures?

b) are split samples taken to confirm accuracy?

c) if answer to above is "yes", state who undertakes this confirmation and how often this is undertaken.

INTERROGATORY 10 How accurate 1) does Table 2-3 reflect the contents of each of the storage locations presently? (GPU Proposal July 1986)

In responding, please address each storage location separately and show the radiological and non-radiological contents of

! each location.

. Is the presence and quantities of reactor corrosion activation products 653,58,60Co,55,59Fe and 54 Mn- typical of water produced in water at a normal operating nuclear power plant?

INTERROGATORY 12 In GPU Proposal,Page 7,you state "Waste from the concentrated waste storage tank will not te considered for evaluation of disposition options since this material will be solidified directly for disposal as radioactive waste". Explain why this is so.

INTERROGATORY 13 What is the v61ume of A6W' presently?

INTERROGATORY 14 State the basis and provide references for your statement on page 15,"Answers to SVA/TMIA's Interrogatories" "under the chemistry conditions of this water, the carbon and iodine will be in chemical forms that are not volatile at these operating conditions."

INTERROGATORY 15 Will the operators of the evaporator receive training in the Licensee's responsibilities to keep releases of radioactivity as low as reasonably achievable. If the answer is "yes",

explain their training.

In the Systems Description, page 21,you state that "By ying the evaporator as a pretreatment technique for certainiof the d volumes of water, pretreatment by one of the ion exchange systems ,

and the resulting contamination of demineralizer resins would be i eliminated." Identify those "cErtain of the volumes of water".
