SECOND SUPPLEMENTAL RESPONSE OF GPU NUCLEAR CORPORATION TO NRC STAFF'S FIRST SET OF INTERROGATORIES With respect to the NRC Staff's First Set of Interrogatories to GPU Nuclear Corporation (Oct. 9, 1986) and subsequent discus-sions between GPU Nuclear Corporation (GPUN) and the NRC Staff, GPUN hereby provides the following supplemental information.

Interrogatory ~1: Interrogatory 1 requested the " affiliation of GPU divisions" of the members of various groups. This in-formation was provided in GPUN's previous response. The NRC Staff now asks, with respect to the TWG, SRG, and PORC, for the members' positions in the TMI-2 subdivisions. In response to this new request, the affiliations of the members of these groups from the September 1982 reorganization of the TMI-2 Division through March 1983 are listed below. Interrogatory 2(b): Unless otherwise specified in GPUN's previous response to interrogatory 2(b), the communications recounted in that response were oral. Further information on the communications is contained in the documents produced by GPUN in 4

response to Category 2 of the NRC Staff's document request, including the handwritten memorandum from J. Thiesing to B. Kanga (Feb. 26, 1983) and the typed memorandum from J. Thiesing to H. Bruner (March 2, 1983). Mr. Sandford apparently saw one and perhaps both of Mr. Thiesing's memoranda. Mr. Thiesing's March 2, 1983 memorandum was also transmitted to Mr. Arnold by Mr.

Kanga. See Memorandum from B. Kanga to R. Arnold (March 2,

1983). Mr. Sandford initiated Mr. Hofmann's inquiry through Mr. Bruner, who conveyed the request to Mr. Hofmann by telephone.

Interrogatory 3(a): Interrogatory 3(a) asked for "the names and positions of all GPUN or Eechtel employees interrogated by Messrs. Wheeler and Hofmann concerning the Quiltec Company, and the date of each interrogation." In Responses of GPU Nuclear Corporation to NRC Staff's First Set of Interrogatories, GPUN provided the names of those persons interviewed by Messrs.

Wheeler and Hofmann concerning Mr. Park's involvement in the Quiltec matter. GPUN further responds that the inquiry conducted by Messrs. Wheeler and Hofmann was a Bechtel inquiry regarding its employees. For this reason, the previously named employees 4

were the only individuals interviewed by Messrs. Wheeler and Hofmann regarding Quiltec.

With respect to those named employees, the positions of Messrs. Parks, Kitler, and Kanga have been provided in response to Interrogatory 1. Mr. Blizzard was a Contract / Purchase Spe-cialist employed by Bechtel Power Corporation in Gaithersburg.

Mr. Buell was a Procurement Manager with Bechtel Power Corpora-tion in Gaithersburg. During the summer of 1982, when Rose Rittle typed resumes at Parks' request for use by Quiltec, Ms.

Rittle was a secretary working for Bechtel. Mr. Thiesing was the Manager of Recovery Programs.

Interrogatory 3(b): Interrogatory _3(b) asked for the names of any persons "who from June 1, 1982, to the present were inter-viewed, deposed, or otherwise requested by any employee of, at-torney or agent for GPUN or Bechtel to provide information con-cerning Quiltec Company." GPUN objected to this interrogatory as irrelevant to the extent it seeks information concerning inqui-ries made after Mr. Parks' press conference on March 23, 1983.

Without waiving this objection and aside from attorney communica-4 tions referred to in the response to Interrogatory 3(c) infra, GPUN further responds as follows: Bechtel employees conducted no inquiry into Quiltec other than those interviews identified in -

GPUN's response to Interrogatory 2. On behalf of GPUN, Edwin Stier and his staff investigated Larry King's involvement with Quiltec. The individuals interviewed are identified in Mr. Stier's Report on Management and Safety Allegations.

In addition to Mr. Stier's investigation, the following individuals were deposed by GPUN counsel in connection with Mr.

GPUN objected to this interrogatory as irrelevant to the extent it seeks information concerning inquiries made after March 23, 1983, and identified oral communica- ons and documents relating to in-terviews conducted prior to that date. GPUN also objects to this interrogatory as vague, overbroad, unduly burdensome and oppres-sive. Without waiving its objections, see documents identified in the supplemental response to interrogatory 2(b) above, the November 16, 1983 Report by Edwin Stier on Management and Safety Allegations (and exhibits and attachments thereto, particularly those referenced at pages 35-53 of Volume III, King Harassment Allegations), and the October 1984 Report of Bechtel North Ameri-can Power Corporation Regarding the Allegations of Richard D.

Parks (and exhibits and attachments thereto, particularly those referenced at pages 18-22 of the Report).

In addition, counsel for GPUN and counsel for Bechtel have created and compiled attorney case files in connection with the Department of Labor and civil complaints initiated by Parks and by King. These files contain memoranda, drafts, attorney notes

i of client and witness conversations, research, etc., some of which relate to Quiltec. The documents have been reviewed and responsive non-privileged documents produced.

Interrogatory 4: Without waiving its prior objection, GPUN further responds that it is unaware of any GPUN or Bechtel employees to whom Parks directly expressed safety or procedural concerns pertaining to the testing of the polar crane after his March 23 press conference. Of course, numerous GPUN and Bechtel employees must have been aware of Parks' public statements made in the conference and thereafter. Mr. Parks was interviewed by Edwin Stier; the transcript of this interview is contained in the Stier Report.

He is responsible for operating plant services, domestic and industrial operations, and coordination of division legal counsel.

As deputy general manager of the Gaithersburg Power Division, Mr. Sandford was responsible for engineering, construction, procurement, personnel and domestic project operations, and the coordination of Labor Relations Department activities.

Previously, as manager of Division Operations and Services, Mr. Sandford directed assigned project managers and coordinated the work of the Division Services, Procurement, Personnel, Energy Planning and Data Processing Departments.

Mr. Sandford has also served as project manager for the BWR Grand Gulf Nuclear Power Station for Mississippi Power & Light Company. His duties included management of overall engineering, procurement and construction, as well as client liaison, for the two 1300 MW units.

Prior to joining Bechtel, Mr. Sandford was associated with lowa Electic Light & Power Company for 26 years, progressing from junior engineer to executive vice-president and member of the board of directors and I

executive committee. During this time he acquired an in-depth understanding of utility management and operation. In his final assignment as executive vice-president, Mr. Sandford was responsible for Engineering, Construction, Production, and Purchasing Department activities for both electricity and g = =. He also supervised the development and implementation of compuny operating policies, facility planning, nuclear fuel management, and corporate quality assurance. In addition, during his last 8 years with the company, Mr. Sandford served as project manager for the 550 MW BWR Duane Arnolo Energy Center, Iowa's first nuclear power plant.

Mr. Sandford's experience with lowa Electric Light & Power Company was primarily in the coal-fired power plant field and covered all aspects of design, construction, operation and fuel procurement. His most recent assignment prior to the Duane Arnold project included responsibility for and supervision of the engineering design, procurement and construction of the coal-fired Prairie Creek Station Unit 3.

d Staff, Dr. Thiosing was responsible for providing analytical support to nuclear power plant project engineering groups. He was responsible for containment and subcompartment pressure temperature ~ transient analysis, heat transfer analysis, normal operating and accident piping hydraulic transient analysis, HVAC system performance analysis, combustible gas control system simulation, and reliability / availability studies on power plant systems. ,

Previous to this assignment at the Gaithersburg office, Dr.

Thiesing was assigned to the Nuclear Staff of the San Francisco Power Division, where he was responsible for developing analysis techniques for application to containment and subcompartment LOCA pressure temperature transient response. Earlier, as supervisor of the Nuclear Engineering Analysis Staff in Ann Arbor. Dr. Thiesing was engaged in work pertaining to nuclear power plant accident radiation release dose calculations: normal operating radiation release dose calculations; combustible gas generation and control during LOCA: heat transfer analysis; and containment and subcompartment pressure / temperature transient  :

. Prior to joining Bechtel, Dr. Thiesing was associated with The Boeing Company as a senior engineer in the New Product Development Group, primarily involved in spent nuclear fuel shipping cask design.

Mr. Wheeler is presently assigned as the Bechtel Eastern Power Corporation chief engineer for startup and operating plant services. In this capacity, he is responsible for staffing and management of Bechtel's startup programs on nuclear and fossil-fueled electric generation projects and industrial facilities.

In addition, he is responsible for support services in operating plants ,

including engineering, maintenance, operations support, and technical training services.

Concurrently, Mr. Wheeler is serving as project manager for Pennsylvania Power & Light Company's (PP&L) Susquehanna Steam Electric Station, two ,

1100 MW BWR units, responsible for technical and financial management of all Bechtel services for PP&L performed in the Gaithersburg and San Francisco offices, as well as in the client offices in Allentown, Pennsylvania and at the Susquehanna jobsite. Mr. Wheeler is also project manager for Bechtel Operation and Maintenance Consulting Services for the U.S. Marine Corps at Quantico, Virginia. In this capacity, he is responsible for the preparation of operations and maintenance manuals reflecting the conversion of a steam heat plant form oil to coal.

He has also served as assistant chief startup engineer and, prior to this, as project startup engineer, senior startup engineer, and startup engineer for nuclear and fossil-fueled power plant projects.

PROJECT STARTUP ENGINEER - Bechtel (8 Years)

Earlier, Mr. Wheeler served as the project startup engineer for the Grand Gulf l Nuclear Station, two 1300 MW BWR units for Mississippi Power & Light Company.

l He was responsible for directing the activities of over 500 people, including 125 l engineers engaged in testing and startup of the Unit 1 plant. Prior to this, he served as the project engineering startup coordinator for Grand Gulf, providing liaison between field and home office engineering and advising project engineering on startup related technical and administrative activities. He also organized and conducted engineering punch list meetings and represented the project engineer in the field. Mr. Wheeler was responsible for overall management of the power generation control complex, including design, construction, and startup activities. During his initial assignment to Grand

! Gylf, as a member of the startup staff, he developed the framework for the component test effort and wrote all the elet trical test procedures for the project.

l Formerly, Mr. Wheeler was a systems group leader, supervising all disciplines in the construction test and startup of 38 major plant systems at the 845 MW PWR Calvert Cliffs Nuclear Power Plant Unit 2 for Baltimore Gas & Electric Company. He also had administrative responsibility for system documentation and turnover, construction test procedures, training, and field report control.

On a special assignment to the CADAFE oil-fired Planta Centro Power Project near Valencia, Venezuela, Mr. Wheeler was responsible for the startup scoping of the 400 MW oil-fired Units 3 and 4.

STAFF SPECIALIST / SENIOR STAFF SPECIALIST -

Automation Industries (4-3/4 Years)

Before joining Bechtel, Mr. Wheeler was employed as a staff specialist and senior staff specialist with Automation Industries, Vitro Laboratories Division.

Initially responsible for electrical design of submarine weapons systems , he progressed to section leader of the weapons system electrical diagram group.

He participated in development of a computer aided design system widely marketed by Vitro and wrote new business proposals and evaluations of CAD equipment.

SERVICE IN THE U.S. NAVY (7 Years)

Mr. Wheeler served 7 years of active duty in the U.S. Navy, as well as 14 years active reserve time in the Submarine Force until his retirement in July 1982. His early training in Fire Control Technician, Submarine, and Guided Missiles Schools qualified him for work on board the U.S.S. Henry Clay, responsible for operation maintenance and training of personnel on the MK.84 Polaris Fire Control System. He also participated in the initial equipment installation of the missile system and conducted the acceptance testing, including support systems performance.
