During ner=al operatien, while calibrating a sedi= hydr 0xide tank level trsns=itter as part of a refueling interval surveillance, the tank vas f:und to contain 17,215 pcunds of sedi= hydroxide. Sis is in viciation of Tech. Spec. 3.3.1.3b, which specifies a range of 16,0C0 to 17,000 pcunds of sedi= hydroxide.

In event of a LCCA, the centents of the sodiu= hydroxide tank are necessary to control the pH of the Reactor Building sprsy system solutien. The excess 215 pcunds of sodium hydr 0xide veuld have raised the pH Of the sprsy solution slightly if the Reactor Building spray syste= had been initiated. ~his event pcsed ne threat to the health and safety of the public.

~he event occurred because of calibration drift and because water leaked past C-ring seals to the dry side of the trans=10ter, reducing the actual pressure difference scrcss the trsns=itter, thus yielding a lover level reading than actually existed. The C-rings were replaced and the trscs=1tter was recalibrsted.

Witnin an hour of determining that the trans=itter was opersting properly, the sedius hydrcxide tank level was restored to within Tech. Spec. li=its.
