REQUEST FOR EXTENSION OF CONSTRUCTION PERMIT NO. CPPR-93 WPPSS NUCLEAR PROJECT NO. 2

Dear Mr. Rusche:

Washington Public Power Supply System (NWPPSSH) hereby requests that, pursuant to Section 185 of the Atomic Energy Act of 1954, as amended, and the Regulations of the Nuclear Regulatory Commission (10CFR Part 50),

the latest completion date for WPPSS Nuclear Project No. 2 (HWNP-2H),

currently specified in Construction Permit No. CPPR-93 as September 1, 1978, be extended to and including December 1, 1981.

At present, WNP-2 is approximately 36 percent complete. It is apparent that the facility cannot be completed by the date presently specified in the Construction Permit. Construction has not proceeded in accordance with the planned schedule due to several delaying factors beyond the control of WPPSS, principally a prolonged strike from June 1, 1976 to November 15, 1976 and an earlier strike of shorter duration. Other delaying factors included new NRC licensing requirements, poor labor productivity, increased project scope and complexity, additional and more stringent design criteria, and incorporation of modifications required as a result of operating experience at other plants. We believe that the foregoing constitutes good cause for the requested extension.

While our target date for completion is J~l, 1979, the December 1, 1981 latest completion date we are requesting for purposes of construction permit duration reflects a reasonable estimate of the time required plus a reasonable allowance for uncertainty, which is especially appropriate given the potential for further delays of the same nature as those noted above.

Since the requested extension of the completion dates involves no signif-icant hazards considerations not already evaluated and no undue risk to
