The 'B' chiller had previously been declared inoperable for the same reason, leaving only the 'A' chiller operating. The 'B' and

power. Th0 chillers tripped and/or had freon relief valves Jift due to high condenser discharge pressure resulting from low service water (SW) flow. The low SW flow was due to a buildup of seaweed in the upstr~am SW strainers {EIIS-STR}.

The sw strainers were cleared of debris.

On July 29, 1987 at. :2155 hours,. the freon relief valve '  ;\ *, ~I lifted on one of the thr~e control/relay room chillers (l-VS-E-4A) {~IIS~CHU}, and the chiller was declared inoperable. The 'C' chiller unit (1-VS-E-4C) had previously been declared inoperable for the same reason, leaving only one chiller (1-VS-E-4B) operating. This is contrary to Technical Specification 3.14 which requires one control/relay room chiller to be operating and another to be operable. The 'C' chiller was returned to service at 2236 hours, but it tripped approximately 2 hours later at. 0015 hours on July 30, 1987. By 0140 hours on July 30, 1987, both the 'A' and

                                                          'C' chillers were returned to service.

On August 5; 1987 ~t 02~~!h6ur~; the 'C' Control/Relay Room Chiller tripped on high,discharge pressure and was declared inoperable. The >'B' .chiller unit (1-VS-E-4B) had previously been decl~~ed inoperable for the same reas~n, leaving pnly one chiller (1-VS-E-4A) operating. The 'B' and 'C' chiller~ were returned to service on August 5, 1987 at 0319 hours. At the time of these events, both Uriits 1 and 2*wer~ at 100% power. 2.0 Safety Consequehces*and Impl{c~tions The control/relai too~ ~ii~c~n~itioning system c6nsists of three*.100% capacity.air conditioning chiller units. *The design temp~rature:of the control and relay room spaces is from 40 degrees Fahrenheit to 100 degrees Fahrenheit and the electrical equipment has been qualified at 120 degrees Fahrenheit ambient temperature. During this event, the control/rel~y room air handling units remained operable or operating and one chiller unit remained operable. Additionally, there was no noticeable increase in ambient tem~erature cf the control or relay room areas. Therefore, this event did not create an unreviewed safety question and the health and safety of the public were not affected.

The Control/R~l'~~:i;k6~*~:_ch.iile:rs. ~~ipped* and/or had freon relief. valves lift-'due t:o high condenser discharge pressure re~~tting irom low service water (SW) flow. The low SW flow was due to a buildup of s0.aweed in the upstream SW Y type strainers {EIIS-STR}. A contributing factor is-that a rotating strainer in the SW system is currently being replaced. 4.C Immediate corrective Action The SW strainers were cleared of debris. 5.0 Additional Correcitive Action Service water pressure.to.the Control/Relay room_ chillers is checked every four hours; and the SW strainers are cle~n~d whenever SW pressure becomes low. 6.0 Action Taken to Prevent Recurrence The control/relay room: ventilation system is being evaluated by Engineering; and plans are being developed to upgrade the system.
