1. DESCRIPTION OF EVENT With the unit at cold shutdown, Snubber l-WFPD-HSS-14 was found with an empty reservoir. The snubber was replaced and disassembled to determine the cause of leakage. The snubber was declared inoperable as per the basis for Technical Specification 4.17. This event is reportable per Technical Specification 6. 6. 2. b. (2).

2. PROBABLE CONSEQUENCES OF EVENT:

The inoperability of the Main Feed System Snubber, l-WFPD-HSS-14, had no effect upon the health and safety of the general public because the unit was in cold shutdown and the Main Feed System was not being used.

3. CAUSE OF EVENT:

The cause was found to be leakage around pipe nipple threads on the valve block and extended seal washers on the snubber's bleed screws.

4. Il1MEDIATE CORRECTIVE ACTION:

_The immediate corrective action taken was to replace the snubber with an operable one. All other snubbers on the 47' level in containment were inspected and none were found with low fluid levels.

5. SCHEDULED CORRECTIVE ACTION:

None.

6. ACTION TAKEN TO PREVENT RECURRENCE:

Periodic testing of snubbers will be performed in accordance with Technical Specification 4.17.

7. GENERIC IMPLICATIONS:

Since this is considered to be a random event, no generic implications exist.
