Puplic Seivice Electric and Gas Company P.O. Box 236 Hancocks Bridge, New Jersey 08038 Nuclear Department CERTIFIED MAIL RETURN RECEIPT REQUESTED ARTICLE NUMBER: P 378 354 655 NOV 2 3 1992 NLR-E92333 Bureau of Discharge Prevention NJ Department of Environmental Protection and Energy 401 East state Street CN027 Trenton, New Jersey 08625-0027 Attention: Ms. Shelly Kugler

Dear Ms. Kugler:

RETRACTION OF DISCHARGE REPORT PUBLIC SERVICE ELECTRIC AND GAS COMPANY SALEM GENERATING STATION CASE NO. 92-10-28-0445-30 On October 28, 1992, PSE&G reported a discharge of approximately 300 gallons of water potentially containing a minor concentration of hydrazine. The discharge was due to an overflow of the No. 1 Auxiliary Feedwater Storage Tank (AFST) at the Salem Generating Station. The discharge was reported to the NJDEPE Hotline* in accordance with the requirements of NJAC 7:1E-5 and was assigned Case No. 92-10-28-0445-30 by Operator No. 22.

PSE&G believes that it acted in accordance with the intent of NJAC 7:1E-5, which requires all major facilities to notify NJDEPE of discharges of petroleum and other potentially hazardous substances in any concentration. However, upon analysis, the water discharged was found to have a hydrazine concentration of less than the method detection limit (< 10 ppb). As a result of the non-detectable concentration, PSE&G feels that the discharge does not constitute a discharge of a hazardous substance and should not have been reported.

If you have any comments or questions, please feel free to contact Pat McCabe of my staff at (609) 339-1245.

Sincerely,
