JUN 17 1998 L-98-166 U. S. Nuclear Regulatory Commission Attn: Document Control Desk Washington, D. C. 20555 RE: Turkey Point Units 3 and 4 Docket Nos. 50-250 and 50-251

'v L r - R NRC Administrative Letter 98-03, "Operating Reactor Licensing Action Estimates," issued on May 6, 1998, requested that licensees 1) provide numerical estimates of licensing actions that will be submitted for NRC's review in the remainder of fiscal year (FY) 1998 and FY 1999 and

2) identify by brief title those licensing actions that are expected to generate complex reviews.

For Turkey Point Units 3 and 4, there are two potential licensing actions planned for the remainder of FY 1998 and eighteen potential licensing actions estimated for FY 1999.

The following three potential licensing actions are expected to generate complex reviews during this period:

Creating a Sequencer specific Technical Specification (to be submitted in FY 1998).

2. Low Temperature Overpressure Protection (LTOP), generating new curves for placement into the Technical Specification (to be submitted in FY 1999).

Changes in Spent Fuel Pool criticality analysis with the objective of introducing the new approved NRC methodology to take partial credit for boron, and not to take credit for boraflex (to be submitted in FY 1999) .

Very truly yours,"
