Turkey Point Units 3 and 4 Docket Nos. 50-250 and 50-251 Fire Rating of Raceway Fire Barriers in the F' in T By letter L-96-318 dated December 12, 1996, Florida Power & Light Company (FPL) submitted a request for exemption from the requirements for raceway fire barriers in outdoor fire areas excluding the Turbine Building at Turkey Point Units 3 and 4. This letter also stated that an implementation plan would be provided to the NRC within 120 days of NRC approval of the exemption request.

By letter dated February 24, 1998, the NRC granted the FPL request for exemption for Fire Zones 47, 54, 113, 114, 115, 116, 118, 119, 120 and 143. Although the request for Fire Zone 106R was denied based on a horizontal distance of 10 feet separation, Fire Zone 106R is included in this implementation plan for protection of exposed cables required for safe shutdown. Accordingly, FPL is proceeding with the design and will commence implementation of the fire barrier upgrades for these fire zones. FPL will aggressively pursue implementation of these Thermo-Lag fire barrier upgrades to complete no later than December 31, 1999, in Fire Zones 47, 54, 106R, 113, 114, 115, 116, 118, 119, 120 and 143.
