C. 20555 Re: Turkey Point Units 3 and 4 Docket Nos. 50-250 and 50-251 Revised Emer en Plan Im lementin Procedures Pursuant to the requirements of 10 CFR 50.54(q), and 10CFR50 Appendix E, enclosed is one copy each of revised Emergency Plan Implementing Procedures O-EPIP-20132, "Technical Support Center (TSC) Activation and Operation," and O-EPIP-20201, "Maintaining Emergency Preparedness-Radiological Emergency Plan Training." Attached is a description of the changes to the EPIPs.

The implementation date for these revised procedures was June 25, 1997. FPL has determined that the changes described do not result in a decrease in the effectiveness of the Emergency Plan.

Attachment to L-97-170 Page 1 of2 0-EPIP-20132 has been revised to include criteria for Severe Accident Management Guidelines (SAMG's) and to incorporate critique comments from the Evaluated Exercise conducted May 13 and 14, 1997. Changes include the following:

SAMG criteria have been added to the procedure. The procedure directs the TSC Supervisor to assign a member of the TSC Technical Support Group to monitor Core Exit Thermocouples (CET's). The procedure step reads as follows, "IfCET's are greater than 1200'F and actions to cool the core are not successful, consult with the TSC Operations Manager and the EC to implement SAMG's." In the event the TSC Supervisor is not present in the TSC, the TSC Reactor Engineer has the responsibility for monitoring the SAMG criteria.

The Team Request Form has been deleted. Speed memos may now be used to request information applicable to recovery teams. The Team Tracking Board will be modified to include all applicable information from the Team Request Form. Guidance has been added to the procedure to provide for better tracking of teams, and to provide instructions on the use of the Team Tracking Board and TSC Maintenance Manager logbook for tracking teams.

The TSC Operations Manager will now instruct the Control Room Communicator to monitor the radio channel in use by the field operators once notification/communication duties are turned over to the TSC. This will allow the Control Room Communicator to provide team status to the Control Room stafF.

O-ADM-207, "Operations Instructions in the Event of a Situation Not Addressed by Procedure," has been referenced in the procedure to provide guidance for 50.54(x) procedural deviations. Guidance for coordination of 50.54(x) procedural deviations has been included within the TSC Operations Manager and TSC Lead Engineer responsibilities.

The TSC Licensed Operator Support has been given the responsibility for monitoring the status of the unafFected unit and reporting any operational concerns or Technical Specification issues to the TSC Lead Engineer and the TSC Operations Manager.

Procedural steps have been added to allow the ENS Communicator to discontinue the completion of the Event Notification Worksheet once a continuous line of communication has been established with the NRC. Both the ENS and HPN Communicator have instructions to record information transmitted via an open line in the logbooks.

The procedure also includes other editing and minor clarification changes.

Attachment to L-97-170 Page 2 of2 0-EPIP-20201 has been revised to clarify SAMG training requirements for emergency response personnel. A note has been added to reference the Supervisor Fitness For Duty requirement for emergency responders. The Emergency Preparedness Coordinator has been given the responsibility for approval of Emergency Preparedness Lesson Plans and training schedules. The procedure also includes other editing and minor clarification changes.
