C. 20555 Re: Turkey Point Units 3 and 4 Docket Nos. 50-250 and 50-251 Emer enc Plan Im lementin Procedure In accordance with the requirements of 10 CFR 50, Appendix E, enclosed is one copy of newly issued Emergency Plan Implementing Procedure O-EPIP-20110, "Criteria for and Conduct of Owner Controlled Area Evacuation."

The predecessor to this procedure was EPIP-20110. The new procedure number is 0-EPIP-20110. The primary reason for the change was to upgrade the format of the old procedure. The new procedure also includes a diagram of an alternate evacuation route for non-radiological hazards, and includes some editorial changes. Old procedure EPIP-20110 has been canceled.

The implementation date for O-EPIP-20110, and the cancellation date for EPIP-20110, is April 24, 1997. FPL has determined that the changes described do not result in a decrease in the eQectiveness of the Emergency Plan.

This procedure provides criteria for evacuating the owner controlled area, instructions for implementing an orderly', rapid and safe evacuation of the Turkey Point Ow er Controlled Area 'and instructions for personnel accountability.

3.2 Oiscussion

10/17/91 EMERGENCY P IMPLEMENTING PROCEDURE 20110, P 2 CRITERIA FOR AND CONDUCT OF OWNER CONTROLLED AREA EVACUATION 3.2.2 Evacuation of the Owner Controlled Area may be necessitated by the occurrence of any of several events where minimize site personnel's it would be necessary to exposure to radiation. An Owner Controlled Area evacuation will be conducted for any General Emergency and is discretionary for a Site Area Emergency. (See Precaution Section).

3.2.3 The U. S. Air Force will handle its own personnel accountability by normal military procedures. An agreement is in effect between the Company and the U. S. Air Force wherein the U. S. Air Force, through Homestead Air Force Base, will assist in the evacuation of personnel in the area south and east of the Protected Area.

3.2.5 Activities and functions which take place within the Owner Controlled Area but outside of the Protected Area are the responsibilities of the Land Utilization 'Site Superintendent. Day-to-day supervision of Owner Controlled Area functions outside the Protected Area, including scout camps, recreation areas and liaison with the U. S. Air Force School, and Belcher Oil Company are handled by the Land Utilization Site Superintendent.

3.2.6 'ecurity, Land Utilization Site Superintendent and Escorts shall maintain control of groups or individuals to which they are assigned. This control enables all members of the groups to be located, notified and evacuated.

3.2.7 Supervisors of contractor operations with crews working in remote areas of the Owner Controlled Area, such as the cooling canal system, shall maintain adequate communications with work crews to enable evacuation instructions to be carried out.

3.2.8 The Security Shift Specialist or his designee should maintain the FPL Boat Ramp Log for each boat admitted to the ramp area.

Information on this form will assist in accounting for and controlling re-entry of boats and personnel who may be outside of the Owner Controlled Area when an evacuation is ordered.

3.4 Definitions

3.4.1 Protected Area The area within the Owner Controlled Area occupied by the two nuclear units and their associated equipment, enclosed within the Protected Area fence.

3.4.2 Offsite Assembl Area I The Assembly Area for personnel and visitors evacuated from the II Owner Controlled Area. The Florida City Substation, located approximately seven and one-half miles west of the plant on Old Palm Qi Drive (See Attachment 1) is the alternate assembly West Perimeter Road.

3.4.4 Owner Controlled Area Evacuation The evacuation from the Owner Controlled Area of all personnel except those required to place Units 1, 2, 3 and 4 in a safe condition, the emergency response teams, and the security officers necessary to fulfill their evacuation responsibilities. The evacuation will include personnel at the Scout Camps, Air Force Sea Survival Training School, the recreation areas, and the cooling canal system.

3.4.5 Primar Evacuation Route This is the main evacuation route to be used to evacuate personnel from the Owner Controlled Area radiological conditions permitting.

This route uses the plant access road west to Palm Drive, continuing west on Palm Drive approximately 7 miles to Farm Life School Road, south on Old Palm Drive then west approximately 100 yards to 'urning the Florida City Substation.

3.4.6 Alternate Evacuation Route This is the evacuation route to be used to evacuate personnel when radiological conditions prohibit the use of the Primary Evacuation Route. This route uses the road north of the main discharge canal from the plant (Lake Warren), continuing west past contractor entrance road through the access gates of the cooling canals continuing past the north end of the cooling canals, turning south along the west perimeter road of the canals for approximately four (4) miles to the Alternate Assembly Area, turning west to 'the Levee 31 Access Road then south to Card Sound Road.

.0 Precautions:

4. 1 Every effort shall be made to minimize personnel exposure to radiation.

4.2 The Emergency Coordinator shall consider plant and radiological conditions as it relates to the emergency prior to ordering an evacuation. As conditions warrant, the Emergency Coordinator may delay, postpone, or make special requirements on the evacuation. Some examples of special circumstances are as follows:

4.2.1 Radiological conditions (puff releases) where large doses may be received during an evacuation.

Q, 4.2.2 4.2.3 Security events where unknown hazards or dangers are perceived.

Plant conditions where additional personnel are necessary to put the plant in a safer configuration (i.e., equipment hatch open, primary system open for repair, etc.)

4.2.4 Onsite hazards such as toxic gas, fires, or explosions where the movement of personnel would be placing them in additional risk.

4.2.5 Other similar events.

The Emergency Coordinator should consider the event with regard to duration of release, plant conditions, and meteorological information prior to determining if special instructions should be given (retention of additional essential repair personnel, an alternate evacuation route, or in place onsite sheltering).

5.0 Res onsibilities:

5.1 The Emergency Coordinator is responsible for performing evacuation instructions per EPIP-20101, Duties of the Emergency Coordinator.

5.2 The Security Force is responsible for implementing evacuation of the Owner Controlled Area per this procedure and Security Force Instruction 6307.

5.3 The TSC Health Physics Supervisor is responsible for ensuring emergency equipment is available at the Alternate Offsite Assembly Area as the Alternate Evacuation Route is used.

7.1 Records 7.1.1 Significant records of personnel accountability inside the Protected Area shall be forwarded to the Emergency Preparedness Supervisor for transmittal to guality Assurance records section.

7.2 Notifications 7.2.1 The Security Team Leader shall notify the On Shift Security Force, U.S. Air Force School, and Land Utilization of the Owner Controlled Area Evacuation initiation.

7.2.3 The Land Utilization Site Superintendent shall notify their respective groups that a site evacuation has been ordered. In the absence of Land Utilization personnel, the Security Force shall assume this responsibility.

CAUTION: The Emergency Coordinator shall consider plant and radiological conditions as it relates to the emergency prior to ordering an evacuation. If large doses will be received during an evacuation, personnel it may be more effective to shelter non-essential onsite. As conditions warrant, the Emergency Coordinator may delay, postpone, or make special requirements on the'vacuation. Some examples of special circumstances are listed in the Precautions section of this procedure.

8. 1 Owner Controlled Area Evacuation Criteria 8.1. 1 The Owner Controlled Area shall be evacuated upon declaration of a 0 8.1.2 General Emergency.

If a Site Area Emergency has been declared, an Owner Evacuation should be initiated at the discretion fo the Emergency Controlled Area Coordinator based on Radiological and/or Plant Conditions.

8.2 Evacuation Pre aredness 8.2. 1 Upon the decision to evacuate the Owner Controlled Area, the Emergency Coordinator will implement the evacuation preparedness steps outlined in EPIP-20101, Duties of the Emergency Coordinator.

8.3 Evacuation Im lementation 8.3.1 When the Emergency Coordinator determines that an evacuation of the Owner Controlled Area is necessary, he shall, in following EPIP-20101, Duties of the Emergency Coordinator, order an Owner Controlled Area evacuation using the plant page and the evacuation alarm.

8.3.2 Upon hearing the evacuation order or alarm, all Emergency Response Organization personnel (primaries and alternates) shall:

1. Complete tasks necessary to stabilize the Plant as directed by the Emergency Coordinator.
2. Report to the appropriate Emergency Response Facility for further assignments.
3. If released from emergency duties by the cognizant supervisor, proceed in accordance with direction given by the supervisor.

10/17/91 EMERGENCY P IMPLEMENTING PROCEOURE 20110, PA 7 CRITERIA FOR AND CONOUCT OF OWNER CONTROLLEO AREA EVACUATION 8.4 Evacuation Routes 8.4. 1 The following routes should be used as directed by the Emergency Coordinator and/or Security (reference Attachment 1):

1. The Primary Evacuation route.

NOTE: Access along the Levee 31 Road requires plant security to unlock a series of gates along this route. Calmly wait in vehicles until security has unlocked the access gates to the Levee 31 Road.

2. The Alternate Evacuation route.
3. By boat, east and north in Biscayne Bay to Cutler Plant.

8.5 Securit Force Evacuation Im lementation 8.5.1 Upon notification of the Owner Controlled Area evacuation, the Security Shift Specialist shall:

1. Implement Security Force Instruction '6307.
2. Perform notifications in accordance with Security Force Instruction 6307 and this procedure.
3. Report accountability results (list of personnel in Protected Area not accounted for) to the Emergency Coordinator within 30 minutes from the time the site evacuation was declared.
4. Ensure that the Offsite Assembly Area Supervisor is dispatched from the OSC.

8.5.2 The Security Shift Specialist, after completion of sweeps by members of the Security Force, shall instruct Security personnel concerning special assignments which may be required as a result of the evacuation. He shall advise the Emergency Security Manager of any circumstances which require his attention, including boats at sea launched from Turkey Point, enabling the Emergency Security Manager to relay the information to the U. S. Coast Guard and/or Marine Patrol.

10/17/91 EMERGENCY PL IMPLEMENTING PROCEDURE 20110, PAU 8 CRITERIA FOR AND CONDUCT OF OWNER CONTROLLED AREA EVACUATION 8.6 Im lementation of the Alternate Evacuation Route 8.6.1 If the decision is made to utilize the alternate evacuation route, a security officer or designee shall obtain the key to the South Florida Water Management, Levee 31 road gates and immediately proceed to unlock the Levee 31 Road gates.

8.6.2 Security should provide traffic control on the alternate evacuation route.

8.6.3 The TSC Health Physics Supervisor should ensure Health Physics emergency equipment is available at the Alternate Off-Site Assembly Area, as needed.
