This procedure p ovides guidance t control and extinguish fires, to minimize equi pmen damage from fi res o expl.osions and to prevent personnel injuries.

3.2 Discussion

3.2.1 T Fire Brigade is composed of five dividuals who are qualified in ccordance" with= AP-15500, Fire Protect n Program. The fire brigade members are personnel from the Opera ions, Health Physics, and Nuclear Chemistry Departments. A guar from the Security Force responds with the brigade to control the e fected area and facilitate any offsite emergency vehicles.

synonymously.

12/9/86 EMERGENCY PROCEDURE 20107, PAGE 2 FIRE/EXPLOSION EMERGENCIES 3.2.2 The emergency classification system (see EP-20101, Duties of the Emergency Coordinator) includes certain fires and .explosions. Hence, each fire or explosion shall be evaluated by the Plant Supervisor-Nuclear/Emergency Coordinator to determine if it constitutes an UNUSUAL EVENT, an ALERT, or a SITE AREA EMERGENCY.

Technical Specification 6.8.1 Turkey Point Plant Radiological Emergency Plan

4.0 Precautions

4.1 Combustion products produced in a fire are always toxic and extremely hazardous to life safety. SCBA is required to re-enter the area until the area has been well ventilated.

4.2 In the event of a fire in a radiation area, the. protection of life and property may require more immediate attention than the radiological hazard itself. Only when it has been determined or suspected that the fire is in an unusually high radiation area or in a high airborne activity environment t

should the radiological effort be permitted to interfere with extinguishing the fire.

5.0 Res onsibilities:

5.1 It shall be the responsibility of the Fi re Brigade Leader (normally the Nuclear Watch Engineer) to:

5.1.1 Direct all phases of the fire fighting activities.

5.1.2 Communicate the status of the fire and fire fighting activity to the Emergency Coordinator.

5.1.3 Determine if the fire has the potential to affect safety related equipment.

5.1.4 Coordinate the activities of any outside fire fighting organization called in to assist with the emergency.

5.1.5 Direct the assigned guard, as necessary, to control area, and-vehicles and equipment brought on site for fire fighting purposes.

5.1.6 Account for all Fi re Brigade members during and following the fire emergency.

5.1.7 Direct the search and rescue of missing personnel believed to be in the area of the fire emergency.

12/9/86 MERGENCY PROCEDURE 20107, PAGE FIRE/EXPLOSION EMERGENCIES 5.1.8 Ensure that any,. equipment used is promptly returned to its normal storage space, , in a serviceable condition, following the fire emergency.

5.1.9 Notify the Mechanical Maintenance Department to properly disinfect all face masks in accordance with manufacturers recommendations.

5.2 It shall be the responsibility of each Fire Brigade member to be thoroughly fami 1.iar with the, contents of this procedure and the location of fire fighting equipment in the plant. After a fire each member is responsible to

, verify thyt the . self-coqtained breathing apparatus (SCBA) face piece is turned in for disinfection, the regulator is fully operable and that the bottles are in full service condition (cylinder pressure gauge indicates full) prior to being returned to their normal storage place.

JI, 5.3 The Plant Manager-Nuclear shall designate in writing an individual(s) to verify through", regular inspections that all fire fighting equipment and supplies are in good'cohdition and operable.

5.4 It. shal 1" be the responsibility of the Bri gade leader, to compl ete the attached Fire Incident Repor t (Appendix A).

5.5 The Plant Supervisor - Nuclear/Emergency Coordinator is responsible for classifying fires and. explosions as unusual events, alerts, or site area erne'rgencies "in accordance with EP-20101, Duties of the Emergency Coordinator.

8.1 When word of the Fire/Explosion is passed over the page:

8.1.1 The Fire Brigade Leader shall don protective clothing and respond to the fire. He will take a 2-way radio with him, communicate with the Plant Supervisor - Nuclear/Emergency Coordinator, and take steps to estinguish or limit the spread of the fire.

CAUTION: The Nuclear Watch Engineer may leave the Control Room prior to the return of the Plant Supervisor - Nuclear only if:

(I ) the fi re has the potent i al to di rect 1y a ffeet safety related equipment, AND (2) an Emergency Coordinator,':as qualified in EP-20101, is designated and has capable'ontrol of Emergency Plant requirements; and a'ctions."

8.1.2 The remaining four Fire Brigade members shall respond to the nearest fire equipment locker, don their protective clothing including SCBA (except for the mask, which will be don before entering the fire area). The Brigade will then respond to the fire scene in a safe and expeditious manner.

NOTE: A list 'of 'the locat'ions of fire protection equipment is included in MP-15537.2 and HP-15537.5 Periodic S'urveillances'of Fire Protection Equi'pment.

8.1.3 The responding Security Guard wi 11 report to the location of the emergency, provide area control and facilitate emergency vehicle access as directed by the Fire Brigade Leader.

8.2 Upon arrival of the Fire Brigade Hembers, the Fire Brigade Leader shall give instructions to them =for fighting the fire

1. If the fire, or explosion resulting in a fire, is considered by the Fire Bri gade Leader as beyond the capability of the Fire Brigade to contain, he sha'll 'request the Plant Supervisor-Nuclear to contact the Metro-Dade Fire Department. If the fire cannot be controlled by the additional forces, then the Homestead Air Force Base Fire Department shall be called.
2. If the fire, or explosion resulting in a fire, is too large to be controlled by available plant'orces "and is in the Radiation Controlled Area, Metro-Dade and/or the"Homestead Air Force Base Fire Department shall also be called.

When off-site assistance arrives, working communications shall be estabTished between the Emergency Coordinator, the person in charge of the off-site fire fighting organization, the Radiation Team Leader if the fire is in the Radiation Controlled Area, and the Fire Brigade Leader.

8.4 Fire Incident Report: (Appendix A) 8.4.1 The Brigade Leader shall withi n 24'oUrd 'omplete and forward Appendix A to the Fire Protection Coordinator and a copy to Document Control for retentio'n.

1. The Fire Team Leader shall dress out and respond to the fire. He will take a 2-way radio with him, communicate with the Plant Supervisor-Nuclear/Emergency Coordinator, and take steps to extinguish or limit the spread of the fire.

CAUTION: The Nuclear Watch Engineer may leave the Control Room prior to the return of the Plant Supervisor - Nuclear only if:

(1) the fire has the potential to directly affect safety related equipment, AND (2) an Emergency Coordinator, as qualified in EP-20101, is designated and has capable control of Emergency Plan requirements; and actions.

2. The Nuclear Turbine Operator and Health Physics Fire Brigade members wi 11 report to fire locker No. 1 and dress out as fast as possible.

They will put on their SCBA's except the mask, which will be put on before entering the fire area. They will carry an extra SCBA (for use by the leader) to the fire scene.

3. The Nuclear Operator and Lab Technician Fire Brigade members will report to fire locker No. 2, and dress out as fast as possible. They will put on their SCBA's except the mask which will be put on before entering the fire area.

NOTE: A list of the locations of fire protection equipment is included in NP-15537.2 and NP-15537.5 Periodic Surveiliances of Fire Protection Equipment.

4. The assigned Security Guard will report to the location of the emergency, provide area control and facilitate energency vehicle access as directed by the Fire Team Leader.

8.4.2 Upon arrival of the Fire Team Members, the Fire Team Leader shall give instructions,to,them for fighting the fire. While the Fire Team Members begin extinguishing the fire, the Fire Team Leader can put on his SCBA and then. EGENCY PROCEOURE 20107, FIRE/EXPLOSION EMERGENCIES PAGE 8 ~ 6/26/86 8.4.4 If a fire is classified as an UNUSUAL EVENT, ALERT, or SITE AREA EMERGENCy the Plant Supervisor - Nuclear shall activate the Emergency plans follow the appropriate checklist in EP-2OIOl, Duties of Emergency Coordinator.

8.4.5 Requesting Outside Fire Fighting Assistance

l. If the fire, or explosion resulting in a fire, is considered by the Plant Supervisor - Nuclear/Emergency Coordinator based on reports from the fire team leader as probably beyond the capability of the fire team to contain, the Dade County Fire Department shall be called.

Whereupon, at the option of the Plant Supervisor - Nuclear/Emergency Coordinator, if the fire cannot be controlled by the additional forces, then the Homestead Air Force Base Fire Department shall be called.

2. If the fire, or explosion resulting -in a fire, is too large to be controlled by available plant forces and is in the Radiation Controlled Area, the Homestead Air Force Base Fire Department shall also be called.
3. If off-site assistance is requested, the Main Entrance Station Guard shall be notified by the NPS of the location of the fire and the expected arrival of the off-site fire fighting equipment.
4. When off-site assistance arrives, working communications shall be established between the Emergency Coordinator, the person in charge of the off-site fire fighting organization, the Radiation Team Leader the fire is in the Radiation Controlled Area, and the Fire Team Leader.

8.4.6 Termination of Drill

1. When the fire drill is terminated, the Fire Team Leader shall notify the PS-N who will have the following statement announced over the cross-connected PA system twice: "Attention all personnel, the fire drill is completed, please regard all further alarms."

8.5 Drill Evaluation: (Appendix A) 8.5.1 The person conducting the drill shall complete and forward Appendix A to the Fire Protection Supervisor, a copy to the Fire Protection Coordinator and a copy to Document Control for retention.

8.6 Fire Report: (Appendix 8) 8.6.1 The brigade leader shall complete and forward Appendix B to the Fire Protection Supervisor, a copy to the Fire Protection Coordinator and a copy to Document Control for retention.
