' PLANT TURKEY POINT CHAPTER 1 -INTRODUCTION 1

l

1.1 INTRODUCTION

This Training and Qualification Plan (TQP) describes the methods utilized to comply with h_ the requirements of Appendix "B" to Pan 73 of Title 10 of the Code of Federal Regulations.

(

It addresses the selection of security force personnel and training, testing, and qualification ofpersonnel assigned security related duties.

1.2 OBJECTIVE i

The objective of this plan is to ensure that the security force and other designated personnel are capable of performing assigned crucial tasks necessary to implement Turkey Point's Physical Security Plan (PSP) and Safeguards Contingency Plan (SCP).  !

1.3 SCOPE This plan applies to crucial tasks identified and the security personnel and other designated personnel whose positions appear in the Duty Positions and Summaries, Appendix "A", and the TQP Task Assignment Matrix, Appendix "B". This plan is not applicable to nor does it imply a training program for FPL and contractor management positions. FPL and Contractor management and Security Staff members are defined as those positions not appearing in the Duty Positions and Summaries, Appendix "A", and the TQP Task Assignment Matrix, Appendix "B".

' PLANTTUPXEY POINT CIIAPTER 2 - EMPLOYMENT SUITABILITY AND QUALIFICATIONS I 2.1 SUITABILITY Personnel designated to perform security related tasks will fulfill all requirements for r

unescorted access authorization prior to being trained and certified. Prior to assignment to the security force, designated personnel will meet the following criteria in addition to

' background investigation. -

2.1.1 EDUCATIONAL DEVELOPMENT Individuals employed as security officers must possess a high school diploma with the following exception. Personnel who have been continuously employed and were performing security duties (documented at a FPL nuclear facility) prior to V November 29,1980, need not meet this requirement.

2.1.2 FELONY CONVICTIONS The individual must have no felony convictions involving the use of a weapon and no convictions that reflect adversely on the individual's trustworthiness and reliability. Continuations of employment is subject to evaluations of fingerprint record checks conducted through the Nuclear Regulatory Commission (NRC) in n accordance with the requirements of 10CFR73.57 and NRC Generic Letter 87-10.

U 2.1.3 AGE The individuals must have attained the age of twenty-one (21) years of age for armed assignment or eighteen (18) years of age for unarmed assignment to the security force.

2.2 PHYSICAL QUALIFICATIONS .

2.2.1 PilYSICAL QUALIFICATIONS Members of the security force shall have no physical weakness or n ~ormalities that would adversely affect their performance of assigned security duties.

2.2.2 PIIYSICAL EXAMINATIONS Individuals assigned security duties shall have successfully passed a physical

The final determination of exam results shall be made by a licensed physician and shallcenify the individual's ability to perform assigned security duties. 2.2.3 VISION STANDARDS 1.

3. Field of vision must'be at least seventy (70) degrees horizont 1 meridian in each eye.
4. The ability to distinguish red, green, and yellow colors is required.

Glaucoma is disqualifying, unless controlled by acceptable medical or surgical nicans, provided that such medications as may be used for controlling glaucoma do not cause undesirable side elTects which adversely affect the individual's ability to perform assigned security duties, and  ;

provided the visual acuity and field of vision requirements stated above are met.

i 2.2.4 HEARING STANDARDS _

All individuals assigned armed security duties shall have no hearing loss in the better car greater than thirty (30) decibels average 500Hz,1000Hz, and 2000Hz, l with no level greater than forty (40) decibels at any one frequency (by ISO 389 1

O t 2.2.5 ABSENCE OR CONTROL OF CERTAIN DISEASES Individuals assigned security duties shall have no established medical history or l medical diagnosis of epilepsy or diabetes, or, where such a condition exists, the individual sh'!! provide medical evidence the condition can be controlled witfi proper medication such that the individual will not lapse into a coma or other I unconscious state while performing assigued security duties.

2.2.6 ADDICTIONS Individuals assigned security duties shall have no established medical history or diagnosis of habitual alcoholism or drug addiction, or where such a condition has existed, the individual shall provide certified documentation of having completed a medically recognized rehabilitation program which would give a reasonable degree of confidence that the individual would be capable of performing assigned security O "xror-2> a >> >>-cs >

2.2.8 RECOVERY FROY INCAPACITATION i Any individual who has been. incapacitated due to a serious illness, injury, disease, or operation, which could interfere with the effective performance of assigned security duties shall, prior to resumption of such duties, provide medical evidence of 1 recovery and demonstrate the ability to perform assigned duties.

2.2.9 TEMPORARY WAIVERS bv Temporary waivers of the above physical requirements may be granted by the Protection Services Manager. Temporary physical disabilities are sprained or broken extremities, or any temporary disability from which a doctor states that the individual shall recover. The duration of a temporary waiver shall not exceed six (6) months. Waivers apply to only requalification training; individuals on temporary waivers will not be assigned contingency response duties or any other duties which they are physically incapable of performing. Such waivers shall be

,q documented and filed in the appropriate training records.

23 MENTAL QUALIFICATIONS 23.1 MENTAL QUALITIES All individuals required to perform security duties shall demonstrate mental alertness, the ability to exercise good judgement, implement instmetions, assimilate

assigned security tasks, and possess the acuity of senses and ability of expression

] ,-sufficient to permit accurate communication by written, spoken, audible, visible or other signals required by job duties. This shall be accomplished by evaluating the performance of assigned crucial tasks according to the established Conditions and Standards for each of those tasks.

1 23.2 EMOTIONAL STABILITY Individuals assigned security duties shall successfully complete a psychological O_ evaluation in accordance with the background screening criteria for unesconed l

access as contained in the Turkey Point PSP.

233 SUPERVISORY OBSERVATION i Security supervisory personnel shall observe members of the security force for physical weakness or abnormalities and indications of emotional instability in the course ofperforming assigned duties.

d 23.4 PROFESSIONAL EVALUATION Identification by supervisory personnel of any condition indicating disabling  !

physical infirmity or emotional instability by a member of the security force is subject to verification by responsible management personnel and by a professionally trained and licensed individual. If a verifying examination is performed which reveals no condition which would interfere with the performance of assigned duties, the individual shall be permitted to continue assigned duties.

'O' 2.4 PIIYSICAL FITNESS QUALIFICATIONS Subject to a prior physical examination conducted by a licensed physician and written certification that there are no medical reasons to preclude participation by the individual,  !

2.4.1 INITIAL QUALIFICATION Q On initial qualification all members of the security force shall demonstrate performance ofitems #1 through #3 below within a (30) thirty minute time limit.

1. Climb up and down (40) forty feet of stairs and complete a (200) two-hundred yard run within (2) two minutes, while carrying a response weapon and associated ammunition.

2.4.2 ANNUAL PHYSICAL At least every twelve (12) months all members of the security force identified in Appendix "A" must pass a physical examination to assure compliance with the provisions of this document.

O V 2.4.3 PHYSICAL FITNESS REQUALIFICATION At least every twelve (12) months armed members of the security force shall demonstrate job related physical fitness by successfully performing items #1 through #3 listed in 2.4.1 above.

2.5 DOCUMENTATION The results of suitability determinations, including educational and past employment

- verification and physical and mental qualifications, are maintained in accordance with U, Appendix "E". The actual documents completed during the examinations, demonstrations, or evaluation, are not required to be retained.

CHAPTER 3 -TRAINING AND QUALIFICATION I l

3.1 TRAINING AND QUALIFICATION PROGRAM The training and qualification program for the security force and other designated personnel is designed to assure that individuals are capable of performing their assigned duties during i p/-

U normal and contingency situations. Crucial tasks necessary for implementation of the PSP and SCP, categorized by positions, are identified in Appendix "B" of this plan.

1 Tests designed to assure effective levels of performance by each individual assigned security responsibilities shall be administered under actual or simulated working conditions.

3.2 TRAINING AND QUALIFICATION REQUIREMENTS Prior to assignment to the security force or being assigned security related duties, eaci m

V individual is trained to perform the crucial tasks associated with the applicable duty position (Reference Appendix "B")in accordance with the Conditions and Standards developed for each of those tasks. Experienced personnel may be tested for qualification without training, provided they can successfully demonstrate competency in performing assigned duties, and such is documented. Conditions and Standards for each crucial task are contained in Appendix "C" of this document.

The Protection Services Manager may authorize members of the Security Department to be certified, based on a demonstration of their skills or knowledge, to perform any task listed in Appendix "B" providing the task does not require firearms certification. Such actions will be documented when they occur.

3.3 REQUALIFICATION REQUIREMENTS All personnel performing security or security related duties are requalified every twelve

(12) months to the Conditions and Standards developed for each of the crucial tasks Q associated with duty positions.

Members of the security force who perform supervisory duties are not required to perform for certification those tasks assigned to subordinates whom they supervise. They are required to perform for certification only those tasks specifically enumerated in Appendix "B" of this document.

3.5 INDIVIDUAL QUALIFICATION RECORDS The individual qualification record card for each security force member or other persons assigned security related duties is maintained in accordance with Appendix "E".

Each record card contains acknowledgement by signature of the examinee and the Protection Services Manager, or his designee, that the individual has successfully performed all cmcial tasks associated with assigned duties.

4.1 TRAINING Security force personnel assigned in an armed capacity shall be trained and demonstrate I

proficiency in the use of firearms (shown by duty position in Appendix "B" of this document) by achieving a passing score prescribed in the Conditions and Standards for qualification involving live fire as defined in Appendix "C" of this document. Firearms qualification includes familiarization firing for night and stress conditions. Security officers will be armed only with the type of weapon with which they have successfully qualified.

All firearms qualification courses have been registered with, and approved by, the National Rifle Association (NRA). Approval letters are maintained and available for inspection.

4.4 DOCUMENTATION Qualification and requalification records are maintained in accordance with Appendix "E".

5.1 ANNUAL AUDIT Independent audits are performed to assure the proper implementation of this plan.

1 The Nuclear Assurance Department is responsible for conducting an audit no less frequently than once every twelve (12) months. The audit focuses on agreement between  !

the physical security effectiveness being achieved by personnel, hardware, and procedures, i to the level established by this plan. The audit is scheduled and performed in accordance with audit procedures established by the Nuclear Assurance Department.

Written audit reports are distributed to management responsible for the areas audited within c

thirty (30) days after completion of the audit. The results of the audit are reported to the O

eresideet of the Nuciear Divieien, the site vice eresident, end the erotectiee services Manager. Corrective action required as a result of the audit is subject to the applicable Nuclear Assurance Department procedures. .
