8/23/85 3.0 Purpose and Discussion:

3.1 Purpose

This procedure provides instructions to be followed when -a loss of nomal power supplies requires an alternate method of feeding the 4KV bus (es) for l

the purpose of supplying emergency loads.

The breakers required to perform the energizing 'of the 4KV buses discuss herein are locked breakers and j

requires authorization of PS-N to be racked in.

3.2 Discussic :

3.2.1 This procedure can be utilized to energize.and load the A, B and C l

4KV buses and their respective load centers and emergency loads.

3.2.2 This procedure can be utilized to l

Unit Startup Transformer (for A Bus) provide power from the Opposite or the Cranking Diesels (for C, and "A" or "B").

1 3.2.3 This procedure can.be utilized to energize a dead 4KV bus either j

because there isn't the ab_ility to sync. check prior to closing the

breaker or because bus clearing must be in to close the breaker.

3.2.4 The Cranking Diesel tie line and breakers are rated at no more than SMVA.-,Qo not allow Cranking Diesel Ammeter indication exceed a total of 630 amps.

5.0 Instructions

5.1 Irmoediate Automatic Actions:

5.1.1 None 5.2 Immediate Operator Actions:

5.2.1 Stabilize the unit using appropriate Off-Nonnal Operating Procedures.

II 5.3.1 lPerfonn the following to energize th'e *C 4KV bus utilizing the d-cranking diesel:

On the *C 4KV Bus, UNLOCK and RACK IN 3AC03 and 4AC03.

NOTE:

Low voltage does not trip the load center feeder breakers and therefore.have a high, probability of being CLOSED and i'

will need to-be OPENED.

2.

On the *C 4KV Bus to be energized, verify by visual local check that all breakers are OPEN.

CAUTION:

The Cranking Diesel Generator should not be operated S

unloaded greater than 15 minutes.

Operation at s

BUS TIE LINES OR STARTUP TRANSFORMER FROM THE OPPOSITE UNIT a

(3) Close 4W26466 and notify the Plant Supervisor-Nuclear. that 4W26466 is closed.

4.

On the *C 4KV bus to be energized (from the Control Room), CLOSE

  • AC03.

5.

Verify *C Bus voltage to be approximately 4KV.

6.

If necessary to energize the remaining *C.4KV bus, perform-the 3

following for the bus to be energized:

j NOTE:

Low voltage does not trip the load center feeder breakers and therefore have a high probability of being CLOSED and will need to be OPENED.

i (1) Verify by visual local inspection that all breakers are OPEN.

(2) Close *ACO3 (from the Control Room) 1 (3) Verify *C 4KV bus voltage is approximately 4KY.

CAUTION:

If Auxiliary Feedwster is not available, the Standby Steam Generator Feedwater System shall be utilized to supply feedwater in accordance with Operation Procedure 7201.1, Standby Steam Generator Feedwater System - Operating Instructions.

If the Auxiliary Feedwater System is unavailable and Standby Steam Generator Feedwater System Operation is required, CLOSE the i

Standby Steam Generator Feedwater Pump breaker for the.*C 4KV bus being loaded:

(1) 3AC06 - SSGFP A f

(2) 4AC10 - SSGFP B l CAUTION:

The Cranking Diesel tie line and breakers are rated at no more than 5 MVA.

Do not exceed 630 Amps Total j

on the Cranking Diesel ammeters.

To load either *C 4KV bus perfom step 5.3.2.

l To energize *A or *8 4KV Bus from *C 4KV Bus, perform step 5.3.3.

Do not perTorm both steps 5.3.2 and 5.3.3.

1.

If necessary to energize *E load center, perform-the following:

(1) CLOSE 3AC04 for 3C bus E 4AC11 for 4q, bus - supply to *E load center.

p (2) START n,!gglgl, equipment fed from the *E load center, using h

care to assure _T_oji_al amperage on Cranking Diesel ammeters does not exceed 630 amps.

If necessary to energize *F and *G load centers, perform the following:

j (1) CLOSE 3AC11 for 3C bus E 4AC04 for 4C bus - supply to *F and j

  • G load centers.

(2) START needed equpment fed from the *F load center, using care to assure "otal ' amperage on Cranking Diesel anneters does not exceed 630 amps.

(3) START needed equipment fed from the *G l' ad center, using o

care to assure Total am ammeters does not exceed 6TfTmps.perage on - Cranking Diesel i

Repeat steps 5.3.2.1 and 5.3.2.2 to load the other *C 4KV bus if t

desired.

CAUTION:

Verify F Load Center (s) tie breaker 41408-is opened after closing 3AC04 or 4AC11.

5.3.3 To energize A E B 4KV Bus from C 4KV bus:

1l CAUTION:

The *C 4KV bus should be unloaded, 'unless a Standby Steam l

Generator Feedpump(s) is required due to a ' loss of Auxiliary Feedwater, to ensure amperage requirements are i

i not exceeded on the Cranking Olesel tie line and breakers i

when the *A or *B 4KV bus is energized.

j 1.

Ensure that the *A or *8 4KV bus to be energized has a CCW pump

,g!d, an. Intake Cooling Water Pump available.

2.

Verify by visual local check that all breakers on the A g 8 4KV bus to be energized, are OPEN.

CAUTION:

00 NOT energize both A and 8 4KV Buses on a unit with the C 4KV Bus tie.

3.

On the associated unit, unlock *AC13.

4.

Rack in associated *AC13.

5.

Close the associated *AC13.

To energize the associated A 4KV Bus, perform the following:

. UNLOCK *AA09.

RACK IN *AA09.

CLOSE *AA09.

4) VERIFY A 4KV Bus Voltage to be,approximately 4160 volts.

7.

To energize the associated B 4KV Bus, perform the filowing:

1) UNLOCK *AB22.
2) RACK IN *AB22.

3) CLOSE *AB22.
4) VERIFY B 4KV Bus Voltage to be approximately 4160 volts.

8.

To load A 4KV Bus, perform the following:

1 (1)

If plant conditions require, energize a CCW pump and Intake Cooling Water Pump on the A 4KV bus energized:

3AA17 - 3C CCW Pump 3AA19 - 3A Intake Cooling Water Pump 4A 4KV Bus 4AA12 - 4A CCW Pump 4AA17 - 4C CCW Pump 4AA19 - 4A Intake Cooling Water Pump (2) CLOSE needed 480 Volt Load Center breakers as follows:

  • AA08 Feed to A 480 Volt Load Center
  • AA14 Feed to C 480 Volt Load Center (3) START needed Emergency Equipment from *A or *C 480V load centers, using care to assure Total amperage does not exceed 630 amps.

(4)

If plant conditions require, energize a charging pump on the load center energized:

3A Charging Pump - 30105 3A - 480 V Load Center 3C Charging Pump - 30308 3C - 480 V Load Center or 4A Charging Pump "T0105 4A - 480 V Load Center 4C Charging Pump - 40308 4C - 480 V Load Center i

10. If total amperage limits allow, START needed Emergency Equipment Tr~om *A or *B 4KV bus.

5.4 Using the OPPOSITE Startup Transformer to energize the ASSOCIATED Unit A 4KV t

Bus (B 4KV Bus cannot be enregized from A 4KV Bus):

5.4.1 Verify by visual inspection all breakers on the A 4KV Bus to be energized are OPEN or RACKED OUT.

5.4.2 On the A 4KV Bus to be energized, unlock *AA22.

5.4.3 Rack in *AA22.

5.4.4 Verify potential on opposite units startup transformer (white lights above frequency recorder).

5.4.6 Verify A 4KV Bus Voltage to be approximately 4160 Volts.

(6) START required 480V EMERGENCY loads.

(7) Start 4KV EMERGENCY Pumps as ' required by plant conditions.

CAUTION:

00 NOT exceed 600 Amps total load on the A 4KV Bus.

NOTE:

To return the' system to nonnal, the bus (es) energized i

by this procedure MJST be DEAD prior to being restored by its nonnal power supply.

l 5.5 To de-energi7e A 4KV bus (powered from opposite unit startup transformer or j

bustie):

5.5.1 Energize the B 4KV Bus.by a nonnel feed breaker (*AB05 or Unit 3 1

3AB20/ Unit 4 4AB21) by using *-0P-005, 4160 Volt Buses A and B.

5.5.2 Transfer loads by starting needed pumps on B 4KV bus and stopping all pumps on A 4KV Bus.
