NUCLEAR PLANT WNP-2, OPERATING LICENSE NPF-21 LICENSEE EVENT REPORT NO.93-030 Transmitted herewith is Licensee Event Report'No.93-030 for the WNP-2 Plant. This report is submitted in response to the report requirements of 10CFR50.73 and discusses the items of reportability, corrective action taken, and action taken to preclude recurrence.

This LER is the result of an ongoing electrical power raceway walkdown originally undertaken to identify the installation locations of noncredited Thermolag fire barriers. The Supply System committed to these walkdowns because noncredited Thermolag installations were not shown on design drawings, and therefore, not included in the cable ampacity derating evaluation performed in response to NRC Generic Letter 92-08. The original scope of the walkdowns was expanded to include location verification of other raceway barriers (e.g., electrical separation cable tray covers) which may also affect cable ampacity. This LER is reporting deficiencies found during walkdowns of these expanded scope barriers.

The walkdown of the original scope (noncredited Thermolag fire barriers) is approximately 50% complete with all accessible areas to be walked down by January 31, 1994. The areas that are presently inaccessible due to high radiation will be walked down during the 1994 (R-9) Refueling Outage.

-Because this LER reports similar findings of a single activity (the raceway walkdown), the Supply System will report additional similar findings in a revision to this LER by March 2, 1994, which is thirty days after walkdowns of the accessible areas are completed.'ny additional walkdown scope changes will also be discussed in the revision.

I Page Two MISSING CABLE TRAY COVERS DISCOVERED DURING THE ELECTRICAL POWER RACEWAY WALKDOWN If necessary, additional revisions to this LER will be submitted thirty days after completion of the R-9 Refueling Outage and thirty days after completion of any additional walkdowns.

These revisions will include any similar findings located in the'areas walked down. Any unrelated 10CFR50.73 reportable events or conditions discovered during the walkdown project will be reported separately.

In addition to the original 10CFR50.72(b)(1)(ii)(B) Emergency Notification System (ENS) notification on October 28, 1993, several update ENS notifications of similar findings from the raceway walkdown have been made. This is consistent with the apparent intent of the NRC Staff guidance in Section 2.4 of Draft NUREG-1022, Revision 1, "Event Reporting Systems 10CFR50.72 and 50.73, Clarification of NRC Systems and Guidelines For Reporting," (example related to "conduit supports for safety equipment").'owever, in view of the ongoing nature of this single activity, and the similarity of the findings to date, further similar findings will not be reported via the ENS. The final results of the walkdown will be reflected in the final revision of the LER. Any unrelated 10CFR50.72 reportable events or conditions discovered during the walkdown project will be reported separately.

'his is consistent with the guidance provided in NUREG-1022, "Licensee Event Report System, Description of System and Guidelines for Reporting," Supplement 1, Questions and Answers: 14.13 and 14.14, for the rep'orting of any additional similar findings identified in a single activity. In these questions, the NRC staff was asked their position on the reporting of multiple failures or problems discovered as part of a test program or outage activity. The Staff responded that "similar events that are part of the same activity or test program and are therefore related may be reported as a single LER."
