Attention: Mr. R. H. Engelken, Director Gentlemen:

Subject:

SUPPLY SYSTEM NUCLEAR PROJECT NO. 2 POTENTIALLY REPORTABLE DEFICIENCY - 10CFR50.55(e)

THERMITE WELDING ON BURIED STANDBY SERVICE WATER (SW) PIPE Your staff was notified by telephone on December 22, 1980 and provided an interim report on January 22, 1981, of a "Potentially Reportable" 10CFR50.55(e} condition regarding the use of thermite welding to attach the cathodic protection pigtails to ASME piping.

Our evaluation of this condition has concluded that thermite welding of the cathodic protection pigtails directly to the pipe did not decrease the tensile or yield strength of the pipe. The use of thermite welding does not violate any ASME Code requirements, therefore, ther e is no adverse condition which would affect the safe operation of this plant.

This condition is not reportable under the provisions of 10CFR50.55(e).

Very truly yours, R G. Matlock RGM/RPS/ib Program Director, WNP-2 cc: WS Chin - BPA ND Lewis - EFSEC, Olympia RE Naith - B&R, NY
