In accordance with the provisions of 10CFR50.55(e), your staff was informed by telephone on November 14, 1980, of a reportable deficiency relative to the installation of diesel generator switchgear units DGl-7 and DG2-8. Each of the units is located adjacent to its diesel generator control cabinet. In both cases insufficient clearance between cabinets was allowed to prevent impact during a seismic event which could invali-date seismic qualification of the equipment.

Attached is our report on this deficiency.

'DESCRIPTION OF DEFICIENCY Diesel generator switchgear-units- DGl-7 and DG2-8 are installed adjacent to their respective diesel generator control cabinets. In each case insufficient clearance was allowed to prevent impact during a seismic event. Since the affect of impact was not considered in tests and analyses, the seismic .qualification of the switchgear and cabinets was invalidated. This has been determined to be a reportable deficiency under 10CFR50.55(e).

SAFETY IMPLICATIONS Certificaton that the equipment is qualified to withstand an SSE without interruption of safety function is reouired. Common mode failure could prevent safe shutdown during an S~E.

CORRECTIVE ACTION Burns and Roe Technical Memorandum No. 1213 has determined that connecting the switchgear units to'their r'espective diesel generator control cabinets to form a unitized assembly will prevent impact and that the new arrangement will AC inValidate the original seismic qualification.

A Project Engineering Directive'FED) will be prepared to make the connections as noted above.
