WPPSS NUCLEAR PROJECT, NO. 2 DOCKET NO. 50-397, CPPR-93 REPORTABLE DEFICIENCY - 10CFR50.55 e In accordance with the provisions of 10CFR50.55(e), your staff was informed by telephone on September 5, 1980 of a reportable deficiency relative to the lack of initial installation (routing and termination verification) documentation for Class 1E cables routed within the Main Control Room under-floor raceways.

WASHINGTON PUBLIC POWER SUPPLY SYSTEM DOCKET NO. 50-397 LICENSE NO. CPPR-93 REPORTABLE DEFICIENCY AND CORRECTIVE ACTION WPPSS NUCLEAR PROJECT NO. 2 LACK OF INSTALLATION DOCUMENTATION FOR CLASS lE CABLES IN THE MAIN CONTROL ROOM RACEWAYS DESCRIPTION OF DEFICIENCY The documentation verifying the installation of safety related cables in the Power Generation Control Complex (PGCC) floor ducts (main control room under floor reaceways) is incomplete rendering the PGCC cable routing summaries invalid.

The PGCC was supplied by General Electric Company and installed by the electical contractor; the balance of plant portion of the PGCC was designed by Burns and Roe, Inc. It has been determined that:

1) there is no definitive inspection criteria; 2) changes to the gA records'are not traceable in some cases; and 3) routing sheets used to install the cables do not match the gA record document for approximately 205 of the cables.

SAFETY IMPLICATIONS Documentation of'he exact routing of safety related cables within floor ducts is necessary for system design verification. Valid documenta-tion is required to provide an accurate assessment of compliance to the electrical separation criteria.

CORRECTIVE ACTION Project Engineering Directive (PED} No. 218-E2679 has been issued revising the electical contractor's procedures to provide accurate documentation for all future control room cable routing and termination.

PED No. 218-E-3064 provides a 100% reinspection and documentation of existing cable routing and termination.
