Nuclear Plant Records

. The tremendous growth in the volume of nuclear plant records has escalated the cost of storage and preservation'onsiderably. The available space for storing these records is diminishing rapidly."-

We have discussed with Mr. J. Conway of your staff a proposed arrangement between the Nuclear Regulatory Commission and Florida Power 5 Light Company in which each would serve for the other as a.

This arrangement would alleviate the burden and cost of maintain-ing a large volume of. duplicate records. The specific records in connection with this suggestion are listed on Attachment l.

We intend to place records on microforms which are requi.red by regulation.to be preserved. Our target date for placing on micro-forms existing nuclear licensing records is December 1983, and for future records on a month-to-month or year-to-year systematic basis.

The retention period would meet the Florida Public Service Commission regulations. The Florida Public Service Commission has adopted the Federal Energy Regulatory Commission (FERC) regulations for the pre-servation of records. (See copy of Order No. 8995, Docket No. 780643, Attachment 2 to this letter.) The FERC's "requirements are: 18 CFR 125.3 6 (B) (4): Organizational Documents - Licenses (including amend-I l,1l ~

The NRC, presumably, experiences similar problems with the "paper explosion" and could possibly benefit from this arrangement. Please advise us of your position on this matter.
