Dear Mr. Haass:

Re: Florida Power & Light Company gA Topical Re ort FPLT AR 1-76A, Pro osed Revision 3 Our letter of August 13, 1979 stated that we planned to accomplish our review of the FPL baseline gA documents within our regular two,,year audit cycle. A subsequent explanation of the details and the progress of the review in our September 6, 1979 letter was responded to by your letter of October 5, 1979.

In that letter you suggested, based on our progress to date, that the project might be completed as early as May, 1980.

The baseline document review program is being conducted in two phases. The first phase is the identification of all the requirements in the baseline documents and their comparison with the existing FPL gA Program to identify any differences. The second phase is the resolution of these differences either by changing the procedure implementing the gA requirements or by proposing acceptable alternatives to the NRC..

Over the past few months significant gA involvement in work related to I&E Bulletins79-01B, 79-02, 79-14, and I&E Notice 79-03 (on Part 21 compliance) was determined to have greater safety impact and priority than the baseline project. Our current status on the baseline project is that the first phase is complete, the second phase is 75K complete, and all of the differences that remain to be resolved are minor in nature with no significant impact on gA Program effectiveness; but we do not expect to be able to complete the project in May. Our plan now schedules the completion of this project by August 31, 1980.

As discussed with Mr. Liederbach of your staff, we are proceeding with arrangements for our previously planned meeting at your offices. At that time we will provide you with the latest status, details of the review, examples of the results obtained and answer any questions you may have on the project or the completion schedule.
