Dear Mr. Joyce:

By letter dated December 24, 2013 (Agencywide Documents Access and Management System Accession No. ML14016A079), PSEG Nuclear LLC (PSEG) submitted a license amendment request (LAR) regarding the Cyber Security Milestone 8 Implementation Schedule for Hope Creek Generating Station (Hope Creek) and Salem Nuclear Generating Station (Salem), Units 1 and 2.

The U.S. Nuclear Regulatory Commission (NRC) staff has reviewed the LAR submitted by PSEG and determined that additional information is needed as set forth in the enclosure.

On July 14, 2014, the draft questions were sent to Mr. Paul Duke of your staff, to ensure that the questions were understandable, the regulatory basis for the questions was clear, and to determine if the information was previously docketed. On July 23, 2014, a conference call was held to clarify the questions. Mr. Duke indicated that PSEG will submit a response within 30 days of the date of this letter.

REQUEST FOR ADDITIONAL INFORMATION RELATED TO REQUEST FOR CYBER SECURITY PLAN MILESTONE 81MPLEMENTATION SCHEDULE HOPE CREEK GENERATIONG STATION AND SALEM NUCLEAR GENERATING STATION, UNITS 1 AND 2 DOCKET NOS. 50-354, 50-272, AND 50-311 By letter dated December 24, 2013 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML14016A079), PSEG Nuclear LLC (PSEG) submitted a license amendment request (LAR) regarding the Cyber Security Plan (CSP) Milestone 8 Implementation Schedule for Hope Creek Generating Station and Salem Nuclear Generating Station, Units 1 and 2.

The U.S. Nuclear Regulatory Commission (NRC) staff is reviewing the LAR and has determined that additional information is needed to complete the review.

REQUEST FOR ADDITIONAL INFORMATION Criterion 5 of the NRC's "Review Criteria for Title 10 of the Code of Federal Regulations Part 73.54, Cyber Security Implementation Schedule Milestone 8 License Amendment Requests," (ADAMS Accession No. ML13295A467) states, "A description of the licensee's methodology for prioritizing completion of work for critical digital assets [CDA] associated with significant safety, security, or emergency preparedness consequences and with reactivity effects in the balance of plant."

In addressing Criterion 5, the LAR states, in part, that:

Interim CSP milestones 1 through 7 have been completed. These actions provide the greatest degree of protection for potential cyber attacks. Upon issuance of regulatory guidance, remediation work for CDAs associated with SSEP [safety, security and emergency planning] or the balance of plant will be planned, scheduled, and implemented to support completion of M8 [Milestone 8].

Development of NEI [Nuclear Energy Institute] 08-09, Revision 6, Appendix E programmatic controls is ongoing.

However, the LAR does not include a discussion on how the work will be prioritized. Describe the PSEG methodology for prioritizing completion of work for CDAs.
