Dear Sir or Madam:

Southern California Edison (SCE) has made changes to the Physical Security Plan for the San Onofre Nuclear Generating Station (SONGS) that SCE has determined does not decrease the safeguards effectiveness of this plan.

In accordance with 10 CFR 50.54(p)(2), a report containing a description of these changes is enclosed for your information and a record of the changes has been made and is available for inspection at SONGS.

One new regulatory commitment is provided in Enclosure 4 to this letter.

Note that Enclosures 1, 2 and 3 to this letter contain Safeguards Information. Enclosure 4 contains Security Related Information which SCE requests be withheld from public disclosure in accordance with 10 CFR 2.390(d)(1). This letter may be decontrolled upon separation from its enclosures.
