DEPARTMENT OF ENVIRONMENTAL PROTECTION BUREAU OF NUCLEAR ENGINEERING CHRIS CHRISTIE P.O. Box 420 MAIL CODE 33-01 BOB MARTIN Governor Trenton, NJ 08625-0420 Commissioner January 25, 2013 United States Nuclear Regulatory Commission Document Control Desk Washington, DC 20555

Dear Commissioners:

Subject:

Salem Generating Station Units 1 and 2 Docket Nos. 50-272 and 50-311 License Amendment Request S12-04 Removal of the Backup R45 Plant Vent Radiation Monitor Indications From the Emergency Plan PSEG Nuclear LLC submitted the proposed change involving the potential reduction in the effectiveness of the Emergency Plan by letter to the NRC dated November 30, 2012. This proposed change would remove the backup plant vent extended range noble gas radiation monitoring (R45) indication, recording, and' alarm capability in the emergency response facilities. The accident sampling function of R45 will be maintained.

The BNE has no comments on the proposed changebecause a different monitor, R41, meets the required vent monitoring capabilities. If you need to discuss this subject further, please contact Elliot Rosenfeld at (609) 984-7548.
