SUMMARY

OF DECEMBER 10, 2012, MEETING WITH TENNESSEE VALLEY AUTHORITY REGARDING BELLEFONTE NUCLEAR PLANT, UNIT 1 On December 10, 2012. a Category 1 public meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of the Tennessee Valley Authority (TVA) at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of this meeting was to discuss upcoming submittals regarding fuel design and safety analyses for Bellefonte Nuclear Plant (BLN), Unit 1. A list of participants is enclosed.

TVA provided a presentation to the NRC staff (Agencywide Documents Access and Management System Accession No. ML13011A338), which provided an overview of methods to be used for BLN, Unit 1 fuel design and safety analyses, and a submittal schedule for related documents. In the presentation, TVA discussed its plan to submit Technical Methodology Reports (TMRs) to the NRC in order to gain early NRC acceptance of methodologies to be used for the analyses in Chapters 4 and 15 of the BLN, Unit 1 Final Safety Analysis Report (FSAR),

to avoid the need for the development of a modified methodology late in the FSAR review process, and to provide a place for details required for regulatory review by the NRC but are more detailed than the standard content of the FSAR. The presentation included a list of Topical Reports (TRs), previously approved by the NRC, which TVA intends to use as part of the licensing basis for BLN, Unit 1. TVA also briefly discussed the need for AREVA to submit two additional TRs for NRC's review and approval, which would be referenced in the BLN, Unit 1 licensing basis. At the end of the presentation, TVA had a projected timeline for submitting the TMRs and the new TRs.

During the presentation, the NRC staff focused its questions and feedback to TVA on what processes are available to handle the review of the TMRs. TVA would like the NRC staff to review the TMRs as part of the BLN, Unit 1 license review, rather than having them submitted under the TR process. The NRC staff and TVA discussed the pros and cons for each process, but no agreement was reached. The NRC staff stated that internal meetings would be held prior to responding to TVA. Both the NRC staff and TVA agreed that further meetings on the topic of fuel design and safety analyses would be beneficial.
