SUMMARY
OF JUNE 6, 2011, MEETING WITH CALVERT CLIFFS NUCLEAR POWER PLANT, LLC, AND AREVA TO DISCUSS TRANSITION TO AREVA FUEL On June 6,2011, a Category 1 meeting was held between the U.S. Nuclear Regulatory Commission (NRC) and representatives of Calvert Cliffs Nuclear Power Plant, LLC, and AREVA at NRC Headquarters, One White Flint North, 11555 Rockville Pike, Rockville, Maryland. The purpose of the meeting was to discuss a new realistic large break loss-of-coolant accident (RLBLOCA) evaluation that the licensee plans to submit in the fall of 2011. A list of attendees is provided as Enclosure 1. As part of the NRC staff's approval for Calvert Cliffs to transition to AREVA fuel (Agencywide Documents Access and Management System Accession No. ML110390224), license conditions were imposed that restrict plant operation to a single cycle using AREVA fuel. The licensee and NRC staff discussed the RLBLOCA evaluation necessary to remove this restriction and permit plant operation with once and twice burnt AREVA fuel. The meeting was closed to the public since the information to be discussed was previously determined to contain proprietary commercial information and be withheld from public disclosure in accordance with 10 CFR 2.390 as stated in NRC letters dated July 12, 2010 (ML101760194), and February 17, 2011 (ML103010383). The licensee's slides for the presentation are included as Enclosure 2. Since the slides were marked as Confidential - Proprietary, they are being withheld from public disclosure. The licensee provided the NRC staff with their licensing plan and schedule for addressing staff concerns related to Calvert Cliffs' use of the RLBLOCA methodology for reload cores with once and twice burnt AREVA fuel. Calvert Cliffs Unit No.2 is currently operating with their first batch of AREVA fuel. Unit No.1 will load their first batch of AREVA fuel during their spring 2012 refueling outage. Both units will transition to AREVA fuel over three refueling outages. The licensee, AREVA and the NRC staff discussed the technical concerns that must be addressed in resolving the current license condition. The licensee provided their schedule which includes submitting the RLBLOCA evaluation in November 2011. The Unit No.1 spring 2012 refueling outage will not be impacted as the staff has previously approved the use of AREVA fuel for the first operating cycle. Staff approval will be necessary to support restart of Unit No.2 during their spring 2013 refueling outage. The NRC staff suggested that a second meeting or phone call may be advisable prior to the licensee submitting their RLBLOCA analysis to ensure that the staff's concerns have been adequately addressed. The licensee stated that a future meeting may be requested in order to
