REQUEST FOR ADDITIONAL INFORMATION REGARDING HUMAN FACTORS - MILLSTONE UNIT 2 ALTERNATE SOURCE TERM LICENSE AMENDMENT REQUEST By letter dated June 13, 2006, Dominion Nuclear Connecticut, Inc. (DNC) requested a license amendment for Millstone Power Station Unit 2 (MPS2). Specifically, DNC requested changes to certain technical specifications for MPS2, based on an analysis associated with using an alternate source term. Contained within DNC's alternate source term analysis were changes associated with two manual operator actions:

1. Approve a timing change to an existing operator action, such that within 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br /> of control room isolation, instead of within the currently credited time of 10 minutes, operators will place the control room emergency ventilation system in filtered recirculation.
2. Approve a new operator action to isolate the control room within 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> after a main steam line break outside containment.

For the first operator action, the timing change for placing filtered recirculation in service, no additional information is required, since DNC's request represents a relaxation of the currently credited allowed operator action time from 10 minutes to 1 hour1.157407e-5 days <br />2.777778e-4 hours <br />1.653439e-6 weeks <br />3.805e-7 months <br />. However, the second operator action is new, and in order to perform a human factors review, consistent with Standard Review Plan Chapter 18, "Human Factors Engineering" and NUREG-1764, "Guidance for the Review of Changes to Human Actions," information that has not been supplied by DNC is required.

Questions

1. What specific switch manipulations will be required to isolate the control room? Are the switches and the components they operate safety-grade and with safety-grade support systems (e.g., DC control power, AC motive power, air motive power)?
2. Where will the switch manipulations occur?
3. Who will perform the manipulations required to isolate the control room?
4. What alarms/indications will be used in response to a main steam line break outside containment to prompt the action to isolate the control room? Where are these alarms and indications located? Are these alarms and indications safety-grade and powered from safety-grade electrical power supplies?
5. What alarms/indications will be used to verify success in isolating the control room? For example, damper position indicating lights, flow indicators, alarms occurring or clearing, etc.

6. How will the operator action to isolate the control room in response to a main steam line break outside containment be incorporated into plant procedures?
