MILLSTONE POWER STATION, UNIT NOS. 2 AND 3 - FACSIMILE TRANSMISSION, DRAFT REQUEST FOR ADDITIONAL INFORMATION REGARDING STEAM GENERATOR TUBE INTEGRITY (TAC NOS.
MD2570 AND MD2571)
The attached draft request for additional information (RAI) was transmitted on March 20, 2007, to Mr. Paul Willoughby, at Dominion Nuclear Connecticut, Inc. (DNC or the licensee) by facsimile. This was done to support a conference call with DNC in order to obtain information that would clarify certain items in the licensees submittal and to facilitate the review being conducted by the Nuclear Regulatory Commission (NRC) staff. The draft RAI is related to DNCs application dated May 31, 2006, for a Technical Specification improvement regarding steam generator tube integrity. Review of the draft RAI will allow DNC to determine and agree upon a schedule for a response to the RAI. This memorandum and the attachment do not convey a formal request for information or represent an NRC staff position.

By letters dated May 31, 2006, (ML061560312), and February 14, 2007 (ML070460048),
Dominion Nuclear Connecticut, Inc., submitted a request to revise the steam generator tube integrity requirements in the technical specifications for Millstone Units 2 and 3. In order for the staff to complete its review, responses to the following questions are needed.
- 1. In your February 14, 2007, letter, you indicated that you would be removing reference to sleeving (i.e., a repair method) in your technical specifications (refer to response to question 4).
In doing so, it appears that a few references to sleeving (repair) were not deleted. Discuss your plans to removing the remaining references to tube repair in your technical specifications (e.g.,
in the second sentence of proposed Technical Specification 6.26.a; in the second paragraph of the Limiting Condition for Operation Section in the Steam Generator Tube Integrity Bases Section; and in the last paragraph of the Actions a.1 and a.2 Section in the Steam Generator Tube Integrity Bases Section).
- 2. In removing reference to tube repair in proposed TS 6.26.a, a typographical error was introduced. Please discuss your plans to modify TS 6.26.a to indicate that steam generator tubes are inspected or plugged to confirm that the performance criteria are being met. This typographical error also exists in Technical Specification Task Force (TSTF) Traveler TSTF-449.
