Internal IMC 0350 Oversight Panel Meeting Davis-Besse Nuclear Power Station DATE:

Discuss Integrated Leak Rate Test (ILRT) Inspection Results M. Farber and P. Lougheed discussed the results of the ILRT inspection. The test went well, and the results were very satisfactory. Ten valves still need local leak rate testing, including the purge inlet and exhaust valves, which wont be done until late (as long as people are in containment, these valves need to be open).

Discuss Programs Phase II Inspection Results J. Jacobson, S. Burton, and N. Shah discussed the results of the Programs Phase II inspection. The team did not do a thorough independent review of the licensees programs, but did assess the licensees review of each program and how the program issues were identified and corrected. The team concluded that as written, all programs were workable if implemented. The team discussed licensee findings to address the In-Service Inspection (ISI) and Modifications programs. Based on the discussion, the panel and team agreed to close restart checklist items 3.f and 3.g and RAM item E-26 in this report. The Boric Acid program inspection results was then discussed.

Davis-Besse staff had addressed all concerns identified from the Programs I inspection, but it now relies on the Quality Assurance and Corrective Action programs to work for the Boric Acid program to be effective. The panel agreed that it needed to decide on how to address URI-07 and URI-08 prior to closing this (3.d) checklist item. The panel was briefed on the review of the Operating Experience program. The team and panel were satisfied with the enhancements made to the program. However, the Operating Experience program checklist item (3.b) will remain open while a related allegation is resolved. The panel was briefed on the Reactor Coolant System Leakage monitoring program. Based on that review, the panel agreed to close restart checklist item 3.e. The panel also agreed to keep checklist item 3.a open pending the results of the Corrective Action Team Inspection (CATI). The panel felt that a separate discussion was needed to discuss the exit plan for the Programs II inspection, given that some items would be kept open, and others closed in this report.

Discuss Management and Human Performance Phase III Inspection The panel agreed to put this discussion on hold pending W. Ruland determining what criteria had been used at Millstone to conclude its safety conscious work environment problems had been solved sufficiently to allow restart. Mr. Ruland will determine when to next put this item on the agenda.

Discuss Action Items The Panel discussed the list of open action items. No items were added or closed.

Discuss Restart Action Matrix Items The Panel determined that given the length of time taken for the inspection debriefs and the amount of time needed to go over the RAM list, the RAM items would be postponed to the next panel meeting.

Discuss Allegation Status M. Phillips stated that there was a new allegation that had four concerns. John Jacobson would be requested to address the Operating Experience portion of the allegation for closure. There were no requests for extensions by the licensee to address allegations referred to them for evaluation.

7.

Discuss High Pressure Injection Pump Modification Inspection Needs D. Hills stated that he did not feel he was ready to scope out what would be needed to address this inspection until we had a better handle on exactly what the licensee was going to be doing. This item was placed on hold pending the meeting that was to be held with the licensee in Headquarters to discuss the pump modification scope and associated activities.

8.

Discuss Items for Licensee Weekly Calls The Panel discussed several items for the licensee weekly calls. Since J. Grobe would not be available for the call, W. Ruland agreed to call M. Phillips before the call to discuss the call agenda.
