MINUTES OF INTERNAL MEETING OF THE DAVIS-BESSE OVERSIGHT PANEL The implementation of the IMC 0350 process for the Davis-Besse Nuclear Power Station was announced on April 29, 2002. An internal panel meeting was held on February 25, 2004. Attached for your information are the minutes from the internal meeting of the Davis-Besse Oversight Panel.

MEETING MINUTES: Internal IMC 0350 Oversight Panel Meeting Davis-Besse Nuclear Power Station DATE: February 25, 2004 TIME: 12:30 p.m. Central ATTENDEES:

1. Discuss/Approve Todays Agenda The Panel approved the agenda, but modified the order of presentations. THE APPROVED AGENDA REFLECTS THE ORDER LISTED IN THESE MINUTES.
2. Discuss Plant Status and Inspector Insights and Emergent Issues List S. Thomas led a discussion of plant status and inspector insights and emergent issues.

The plant is in Mode 3 maintaining Normal Operating Pressure/Normal Operating Temperature (NOP/NOT - 532OF/2155 psig). The licensee expects to maintain the plant in these conditions until restart. The licensee is currently tracking outstanding activities that need to be completed prior to restart. There are approximately 12 restart items.

The plant entered a 72-hour TS Action Statement for Auxiliary Feedwater Train 1 today at 1:30 a.m. A check valve in the cooling water flowpath to the pump's suction failed to fully seat during testing. The licensee has assembled a problem solving team. The licensee has several other equipment problems which are being addressed through problem solving teams. These are a nitrogen leak on 13.8 kV startup supply transformer "01," abnormal vibration levels on the control rod drive motor generator set, and a problem with 13.8 kV breaker HAAE4 (closes but trips).

3. Discuss Slides for Commissioner TA Brief C. Lipa led a discussion of the slides for a Commissioner Technical Assistant Brief. The Panel provided a number of comments to revise the slides. The slide were revised and the final approved presentation, dated 02/25/04, is available in ADAMS (ADAMS Accession No. ML040611095).
4. Discuss Restart Recommendation Memorandum C. Lipa led a discussion of the Panel's restart recommendation memorandum to the Regional Administrator. The Panel provided a number of comments which were incorporated into the draft memorandum.
5. Discuss Inspection Schedule Letter D. Passehl led a discussion of the draft inspection schedule letter which is intended to be issued upon authorization of restart.
6. Discuss Restart Approval Letter C. Lipa led a discussion of the restart approval letter. The Panel provided a number of comments which were incorporated into the draft letter.
7. Discuss/Update Milestones and Commitments The Panel reviewed and discussed upcoming milestones and commitments.
