MINUTES OF INTERNAL MEETING OF THE DAVIS-BESSE OVERSIGHT PANEL The implementation of the IMC 0350 process for the Davis-Besse Nuclear Power Station was announced on April 29, 2002. An internal panel meeting was held on November 20, 2003. Attached for your information are the minutes from the internal meeting of the Davis-Besse Oversight Panel, and the Open Action Items List.

Discuss/Approve Todays Agenda The Panel approved the agenda, but modified the order of presentations. THE APPROVED AGENDA REFLECTS THE ORDER LISTED IN THESE MINUTES.

Discuss Plant Status and Inspector Insights and Emergent Issues List S. Thomas led a discussion of plant status and inspector insights and emergent issues.
The plant is in Mode 5. The licensee is experiencing some schedule challenges. The licensee's current schedule shows dates for entry into Modes 4 and 3 during the week of December 8, 2003. Potential issues being evaluated which may impact the schedule include completion of emergency core cooling system room cooler replacement, high pressure injection pump installation and testing, electrical distribution system breaker modifications to address coordination issues, and reevaluation of service water hydraulic analysis and system flow balance.
The Panel decided that the licensee should be in Mode 4 before the public meeting requesting restart is held, due to the need to observe the licensees operational performance during the Mode change.

Brief Panel on the Licensee Response to EDG Frequency and Voltage Startup Fluctuations J. Hopkins led a Panel discussion on evaluating the licensees response to the issue of the Emergency Diesel Generator (EDG) voltage and frequency drop during startup to below 95 percent/75 percent respectively. The licensee has decided they cannot change the USAR under the 10 CFR 50.59 guidance and they plan to request a license amendment. They do meet the Technical Specifications. NRR agrees with these conclusions. This condition was not identified previously because the licensee is now using more sensitive testing equipment.

Discuss Action Items C. Lipa led a discussion of the Open Action Items. No new Action Items were added and four items were closed. THE UPDATED OPEN ACTION ITEMS LIST IS ATTACHED TO THESE MINUTES.

Discuss the Punchlist C. Lipa led a review of the Punchlist. The Panel decided to add a new line item to track responses received from the polling of the staff for restart concerns. Specifics for the line item will be developed outside Panel and then the Panel will be briefed on the recommendation. R. Baker took the action to update the Punchlist with the Panels comments.
6.
Review Key Items Scheduled for Next Panel Meetings C. Lipa discussed key items scheduled for upcoming Panel meetings. The next Panel meeting is scheduled for Tuesday afternoon at 1:30 p.m. EST, November 25, 2003.

Discuss Update Milestones and Commitments The Panel reviewed and discussed upcoming milestones and commitments.
