MINUTES OF INTERNAL MEETING OF THE DAVIS-BESSE OVERSIGHT PANEL The implementation of the IMC 0350 process for the Davis-Besse Nuclear Power Station was announced on April 29, 2002. An internal panel meeting was held on November 6, 2003. Attached for your information are the minutes from the internal meeting of the Davis-Besse Oversight Panel.

MEETING MINUTES: Internal IMC 0350 Oversight Panel Meeting Davis-Besse Nuclear Power Station DATE: November 6, 2003 TIME: 8:30 a.m. Central ATTENDEES:

1. Discuss/Approve Todays Agenda The Panel approved the agenda, but modified the order of presentations. THE APPROVED AGENDA REFLECTS THE ORDER LISTED IN THESE MINUTES.
2. Discuss Plant Status and Inspector Insights and Emergent Issues List J. Rutkowski led a discussion of plant status and inspector insights and emergent issues. The plant is in Mode 5 at 103oF and 135 psig with a N2 bubble in the pressurizer (120 inches).

Installation of #2 High Pressure Injection (HPI) pump is in progress and the licensee expects to begin testing November 10. Modification to #1 HPI pump are complete and the licensee expects the pump to be onsite early next week.

There will be a teleconference with the licensee at 1:30 p.m. (EST) this afternoon to discuss issues with breaker coordination modifications.

The licensee is still considering options to correct the leaks on the Component Cooling Water (CCW) coolers #4 & #5. One of the coolers is required to be operable prior to startup. The licensees first option is to plug tubes in the cooler; the second option is to replace the tube bundle. The current onsite delivery date for a replacement cooler is 12/05/03. The residents are following the issue.

3. Discuss October 0350 Input - Monthly Update to Congress D. Passehl led a review of the input for the monthly report to congress. The Panel suggested adding a comment on the Greenpeace 2.206 petition and a comment on the Final YELLOW finding for the sump and issuance of a Notice of Violation. The Panel approved the input to the monthly report to congress. D. Passehl will incorporate the Panels comments and send out the input tomorrow, 11/07/03.
4. Discuss Status of SERP Packages C. Lipa led a discussion on the table of colored finding briefed to the Regional Administrator, and reiterated the expected date for Re-SERP for the final Greater than Green finding on the HPI pump.
5. Brief Panel on Normal Operating Pressure (NOP) Inspection Exit Results J. Jacobson briefed the Panel on the final results from the NOP inspection. The key areas the inspection focused on were:

Reactor Coolant System (RCS) boundary leakage testing, CRDM flanges and RPV lower head penetrations visual inspection, Procedural review to ensure code compliance and adequate scope, Review certification packages for qualified inspectors, and Observation of pre-job briefings, inspection techniques, and field inspections.

The inspectors concluded that there is reasonable confidence that a complete and correct assessment of RCS integrity and leakage was performed by the licensee. The licensee is scheduling a complete remote visual re-inspection of the RPV lower head during the mid-cycle outage.

6. Discuss Punch List C. Lipa led a review of the Punchlist. The Panel suggested several items be incorporated into the section on development of the draft Order to address the RCS inspection during the mid-cycle outage. R. Baker took the action to update the Punchlist with the Panels comments.
7. Discuss Future Meetings Schedule The Panel discussed the need for more frequent meetings, possibly of shorter duration, in December to address closure of remaining open items. The Panel members reviewed schedules and provided several dates in November and December for tentative focused topic meetings.
8. Discuss Update Milestones and Commitments The Panel reviewed and discussed upcoming milestones and commitments.
