NOTIFICATION AND REQUEST FOR CONSULTATION REGARDING PACIFIC GAS AND ELECTRIC DIABLO CANYON INDEPENDENT SPENT FUEL STORAGE INSTALLATION MATERIAL LICENSE REWEWAL REQUEST (DOCKET NUMBER: 72-26)
Dear Julianne Polanco:
The U.S. Nuclear Regulatory Commission (NRC) received a license renewal application dated March 9, 2022, from Pacific Gas and Electric (PG&E) for the site-specific independent spent fuel storage installation (ISFSI) at Diablo Canyon, near San Luis Obispo, CA. PG&E requested the license be renewed for an additional 40 years beyond the current expiration date of March 22, 2024.
The purpose of this letter is to initiate Section 106 consultation under the National Historic Preservation Act of 1966, as amended (NHPA) with the California State Historic Preservation Officer regarding the PG&E license renewal application. As established in Title 10 of the Code of Federal Regulations Part 51, the NRC regulation that implements the National Environmental Policy Act of 1969 (NEPA), as amended, the agency is preparing an Environmental Assessment (EA) for the proposed action.
In accordance with 36 CFR §800.8 (Coordination with the National Environmental Policy Act),
the NRC staff is coordinating compliance with Section 106 of the NHPA with its NEPA review process.
To support preparation of the EA, the NRC staff requests that your office provide information, comments, or concerns that you consider appropriate with regard to cultural, historic, or archaeological resources of interest that may be affected by the continued operation of PG&Es Diablo Canyon ISFSI. The NRC staff will also be reaching out to tribes with an expressed interest in the site for any information, comments, or concerns pertaining to the Diablo Canyon ISFSI license renewal. The NRC determined that the direct area of potential effect (APE) for this undertaking is the 5-acre area of the ISFSI site, with the indirect APE a 6-mile radius from the site boundaries (site maps enclosed).
The proposed action for the Diablo Canyon ISFSI License SNM-2511 does not involve the two November 15, 2023

Diablo Canyon Power Plant (DCPP) Licenses DPR-80 and DPR-82. The NRC staff will initiate another, separate Section 106 process as part of its consideration for the DCPP license renewal request.
PG&Es ISFSI license application is publicly available in the NRC Public Document Room located at One White Flint North, 11555 Rockville Pike, Rockville, Maryland 20852, or from the NRCs Agencywide Documents Access and Management System (ADAMS). The ADAMS Public Electronic Reading Room is accessible at http://www.nrc.gov/reading-rm/adams.html.
