SUMMARY

OF MANAGEMENT ACTIONS Medical Review Officer (MRO) Six Month Report From January 1, 2003, through June 30, 2003, our records indicate the following results:

In the short-term contractor pool, twelve (12) confirmed positives and one (1) specimen adulteration were documented. Of these results, eleven (11) confirmed positives for a single substance were in the Pre-Access program category, one (1) confirmed positive was in the For-Cause program category (Observed Behavior) and one (1) specimen adulteration was in the Random program category. All samples were adjudicated as confirmed positive.

Pre-Access Program In the Pre-Access program category, short-term contractor personnel pool, eleven (11) confirmed positives for a single substance were experienced. Each individual participated in a separate face-to-face interview with the Medical Review Officer and each individual was provided the opportunity for split-specimen testing. One (1) individual chose to utilize the split-specimen appeal to the back-up laboratory and a repeat confirmed positive result was reported. The Medical Review Officer adjudicated the eleven (11) individuals as confirmed positive and unescorted access was denied to each individual. The Medical Review Officer also recommended that each individual should participate in their respective Employee Assistance Programs.

On March 5, 2003, in the Pre-Access program category, a temporary licensee employee provided a specimen. The specimen was split and the aliquot was forwarded to the primary Health and Human Services (HHS) laboratory for testing. On March 6, 2003, the Medical Review Officer received the result that noted "Invalid Result: Possible Oxidant Activity." The Medical Review Officer contacted the certifying scientist and was advised that a probable adulterant was discovered; however, the substance could not be identified and with this result the specimen could not be reported as adulterated. The temporary employee participated in a face-to-face interview with the Medical Review Officer and could not provide an explanation for the presence of a possible oxidant in the sample. The employee requested the split specimen be sent to the back-up laboratory for testing. The Medical Review Officer was informed by the back-up laboratory manager that the laboratory did not have the ability to confirm an adulterant and recommended the split specimen be forwarded to another laboratory. The split sample was sent to another HHS laboratory with the ability to perform an adulterant panel. The split specimen was analyzed and reported to the Medical Review Officer as "Negative";

however, an oxidant cut off of 200 ug/l was utilized. The Medical Review Officer was concerned that the oxidant had degraded. The primary laboratory was contacted and the

Beaver Valley Power Station, Unit No. 1 & 2 Fitness for Duty Six Month Report Page 2 Medical Review Officer requested a retest of the aliquot. Upon completion of the retest, the laboratory reported "Reconfirmed Invalid Result/Possible Oxidant Activity."

The Medical Review Officer reviewed the laboratory chemical testing results and, through discussions with the laboratory certifying scientists, determined that the result of the chemical testing could not provide adequate information to adjudicate the specimen as a "confirmed positive" test; therefore, the result has been adjudicated as "negative."

The temporary licensee employee had been suspended pending results of the chemical testing. Upon completion, the temporary employee was notified, by the Medical Review Officer that the results had been adjudicated as "negative" and the temporary employee could reapply for unescorted access at Beaver Valley Power Station or other nuclear facility. The individual had elected to take employment at a non-nuclear facility and has not re-applied for unescorted access.

For-Cause Program In the For-Cause program category, short-term contractor pool, one (1) confirmed positive was experienced. The individual requested a Blood Alcohol sample be drawn which resulted in confirmation of the confirmatory breath sample result. The individual participated in a face-to-face interview with the Medical Review Officer and was adjudicated as a confirmed positive, and denied unescorted access. The Medical Review Officer recommended that the individual should participate in their Employee Assistance Program.

Random Program In the Random program category, short term contractor pool, one (1) specimen was reported by the HHS certified laboratory as adulterated with Chromium IV. The individual participated in a face-to-face interview with the Medical Review Officer and was adjudicated as a confirmed positive and denied unescorted access. The Medical Review Officer recommended that the individual should participate in their Employee Assistance Program.

List of Events Reported During the period of January 1, 2003, through June 30, 2003, no events were reported under the provisions of 10 CFR 26.73 by Beaver Valley Power Station (BVPS).
