BEAVER VALLEY POWER STATION, UNIT 2 - REVIEW OF THE REFUELING OUTAGE 21 GENERIC LETTER 95-05 VOLTAGE-BASED ALTERNATE REPAIR CRITERIA AND F* REPORTS (EPID L-2020-LRO-0042)

Dear Mr. Grabnar:

By letter dated July 28, 2020, Energy Harbor Nuclear Corp. (the licensee) submitted Revision 0 of the Beaver Valley Unit 2 Refueling Outage 21 Generic Letter 95-05 Voltage-Based Alternate Repair Criteria Final Report, and the Unit #2 - 2R21 Steam Generator F* (F Star) Report (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20211L853). The reports document the steam generator tube inspections performed at Beaver Valley Power Station, Unit 2 during refueling outage 21. The licensee provided additional information in a letter dated October 30, 2020 (ADAMS Accession No. ML20304A140). On January 26, 2021, the licensee submitted Revision 3 of the Beaver Valley Unit 2 Refueling Outage 21 Generic Letter 95-05 Voltage-Based Alternate Repair Criteria Final Report, to correct errors in Revision 0 of the report (ADAMS Accession No. ML21026A337).

The NRC staff has completed its review of the reports and concludes that the licensee provided the information required by their technical specifications, and that no additional follow-up is required at this time. The NRCs review summary of the reports provided by the licensee is enclosed.

BEAVER VALLEY POWER STATION, UNIT 2 DOCKET NO. 50-412 By letter dated July 28, 2020, Energy Harbor Nuclear Corp. (the licensee) submitted Beaver Valley Unit 2 Refueling Outage 21 Generic Letter 95-05 Voltage-Based Alternate Repair Criteria Final Report, Revision 0, and the Unit #2 - 2R21 Steam Generator F* (F Star) Report (Agencywide Documents Access and Management System (ADAMS) Accession No. ML20211L853). The reports document the steam generator (SG) tube inspections performed at Beaver Valley Power Station, Unit 2 (Beaver Valley Unit 2) during refueling outage 21 (2R21). When the voltage-based alternate repair criteria and the F Star (F*)

methodology have been applied, Beaver Valley Unit 2 Technical Specification (TS)

Sections 5.6.6.2.2 and 5.6.6.2.4, respectively, will require that a report be submitted within 90 days after the initial entry into hot shutdown (MODE 4) following completion of an inspection of the SGs performed in accordance with TS Section 5.5.5.2, which requires that a SG Program be established and implemented to ensure SG tube integrity is maintained. The licensee provided additional information in a letter dated October 30, 2020 (ADAMS Accession No. ML20304A140). On January 26, 2021, the licensee submitted Revision 3 of the Beaver Valley Unit 2 Refueling Outage 21 Generic Letter 95-05 Voltage-Based Alternate Repair Criteria Final Report, to correct errors in Revision 0 of the report (ADAMS Accession No. ML21026A337).

Based on the review of the information provided, the U.S. Nuclear Regulatory Commission (NRC) staff has the following observations:

In the October 30, 2020, letter, the licensee stated that there are 1,292 distorted support indications (DSIs) in the Beaver Valley Unit 2 SGs (390 in SG-A, 495 in SG-B, and 407 in SG-C). However, in the January 26, 2021, letter, the licensee stated that an additional duplicate DSI indication in SG-B (in tube row 14, column 80) was found during review of the Beaver Valley Unit 2 eddy current database. Since the duplicate DSI indication had an insignificant effect on the evaluation results, the total number of DSI indications reported in the October 30, 2020, letter was not corrected. Instead, the licensee added a note to Table A-2 in Appendix A of Revision 3 of the Beaver Valley Unit 2 Refueling Outage 21 Generic Letter 95-05 Voltage-Based Alternate Repair Criteria Final Report, to indicate the duplicate DSI indication in SG-B.

The licensee clarified the following information in the October 30, 2020, letter, and corrected the information in Revision 3 of the Beaver Valley Unit 2 Refueling Outage 21 Generic Letter 95-05 Voltage-Based Alternate Repair Criteria Final Report.

o During 2R21, 134 new DSIs were identified (43 in SG-A, 48 in SG-B, and 43 in SG-C).

o For SG-C, 364 indications with growth were used for calculating the leak rate and probability of burst. In addition, SG-C is the limiting SG for probability of burst.

Enclosure

Based on a review of the information provided, the NRC staff concludes that the licensee provided the information required by its TS. In addition, the staff concludes that there are no technical issues that warrant additional follow-up action at this time, since the inspections appear to be consistent with the objective of detecting potential tube degradation and the inspection results appear to be consistent with industry operating experience at similarly designed and operated units.
