Areas Inspecte_d_: Routine, announced inspection of environmental moni-toring program, including a' discussion of licensee management controls, a review of the environmental protection program, and a tour of the site to observe program implementation. The inspection involved six inspector-hours by one NRC inspector.

Results: No apparent items of noncompliance or deviations were identified.

General This inspection consisted of an examination of the licensee's plans, procedures and activities in the area of environmental programs for construction. Procedures and program results were selectively ex-amined. Management control aspects including organizational struc-ture, delegation of responsibilities and authorities, and adminis-trative controls were also reviewed. The licensee's construction Permits No. CPPR-170 and CPPR-171, dated April 11, 1978, were utilized as the primary inspection criteria.

The licensee is util. Sing Applied Biology of Atlanta, GA to perform the ecological monitor.ig program. Texas Instruments performs the remote sensing and ground truthing program for terrestrial monitoring.

The meteorological program was discontinaed in April 1980, completing a three year preoperational program. Further monitoring is not planned until the meteorological instrumentation has been upgraded (prior to plant operation) to meet the crit ria of Appendix 2 of NUREG-0654, " Criteria for Preparation and Evaluation of Radiological Emergency Response Plans and Preparedness in support of Nuclear Power Plants" (January 1980).

Environmental Program Management Management responsibilities within the Public Service of Indiana for environmental programs for construction have changed since the last inspection report. The program is now managed from the site by the Environmental Licensing Supervisor. The managment responsibilities A,r environmental are shown in the diagram below:

I An audit of the progrr,was conducted May 9, 1979, by the Supervising Engineer, Environment.2 and Environmental Licensing Supervisor.

No major problems were noted during this audit.

Environmental Program Implementation

i

The inspector reviewed the licensee's procedures and program for en-

vironmental protection and noted that the licensee's Environmental

Control Plan was revised April 15, 1980. The inspector reviewed selected results from the ecological monitoring program conducted in 1979 and the report from the remote sensing and ground truthing studies also conducted in 1979.

In addition, the inspector reviewed the results of noise surveys conducted during 1979 and in the winter of 1978, as well as the log of construction activities observed. No trends in the data were identified and no effects due to plant con-struction were noticed.

No items of noncompliance or deviations were identified.

Exit Interview The inspector met with licensee representatives denoted in Paragraph 1 at the conclusion of the inspection on May 13, 1980. The scope and findings of the inspection were discussed.
