Inspection Summary Inspection during the period of March 1-31, 1980 (Report Nos. 50-546/80-131 50-547/80-13)
Areas Inspected:
Inspection by the IE Regional Resident Inspector of the Auxiliary Building, Fuel Handling Building, Unit I and 2 containments and miscellaneous areas to verify that activities in progress complied with the stop work order of August 7, 1979. This inspection also included a review of the storage and maintenance activities for safety related items and an overview of the Construction Verification Program (concrete and reinforcing steel visual inspection) in progress. This inspection in-volved a total of 184 inspector-hours on site by one NRC inspector.
Results: No items of noncompliance or deviations were identified.

Functional or Program Areas Inspected 1.
Construction Activities Inspection of construction activities indicated that work in all Category I areas, i.e.,
safety-related work, remains terminated in accordance with NRC confirmatory order dated August 15, 1979, except for material receiving, storage, and maintenance. Three inspections were also conducted during the off shift including one to assure those activities were also being maintained in a stop work condition.
No items of noncompliance or deviations were identified.
2.
Storage and Preservation of Material and Equipment The Resident Inspector observed the storage conditions and mainte-nance activities in laydown areas, warehouses, and in interim storage (installed or to be installed) in the Auxiliary and Fuel Handling Buildings and miscellaneous areas of material and equipment. These inspections were performed to assure compliance with the require-ments of ANSI N45.2.2 - Packaging, Shipping, Receiving, Storage, and Handling of Items for Nuclear Power Plants the Nuclear Steam System Supplier (Westinghouse) and Public Service of Indiana's Management Manual for Construction Procedures.
Several isolated cases of end caps not installed, end caps not properly sealed, and items not properly stored on cribbing (dunnage)
were noted on various equipment during this reporting period. These conditions were promptly corrected.
No items of noncompliance or deviations were identified.

The Resident Irspector observed, during the reporting period, the activities in progress related to the Construction Verification Program. These activities specifically were in the inspection of

The Resident Inspector conducted an audit of the Nuclear Regulatory Commission files contents in the Public Document Room in the Madison, Indiana Public Library. This audit was conducted on March 26, 1980, e
the NRC documents were found to be up-to-date, in order and in good condition. This audit was conducted because of complaints by the news media and general public that the lastest information was not available.
Exit Meetings The Resident Inspector attended the exit meetings conducted by Region III inspectors J. Neisler and F. Hawkins together with J. Harrison (Region III) on March 7, and March 21, 1980 respectively.
The Resident Inspector met with licensee representatives (denoted under Persons Contacted) collectively and individually on March 6, 19, and 20, 1980. The inspector at those times summarized the scope and findings of the inspection effort to date.
