Inspection Summary Inspection during the period of February 1-29, 1980 (Report Nos.

50-546/80-09; 50-547/80-09)

Areas Inspected:

Inspection by the IE Regional Resident Inspector of the Auxiliary Building, Fuel Handling Building, Units 1 and 2 contain-ments and miscellaneous areas to verify that activities in progress complied with the stop work order of August 7, 1979. This inspection also included a review of the storage and maintenance activities for safety related items and an overview of the construction verification program (concrete and reinforcing steel visual inspection) in progress.

This inspection involved a total of 122 inspector-hours on site by one NRC inspector.

Results: No items of noncompliance or deviations were identified.

Functional or Program Areas Inspected

.

1.

Construction Activities Inspection of construction activities indicated that work in-all Cateogry I areas, i.e. safety-related work, remains terminated in accordance wtih NRC confirmatory order dated August 15, 1979, except for material receiving, storage, and maintenance. Two inspections were also conducted during the off shifts to assure those activities were also being maintained in a stop work conditions.

No items of noncompliance or deviations were identified.

2.

Storage and Preservation of Material and Equipment The Resident Inspector observed the storage conditions and main-tenance activities in laydown areas, warehouses, and interim storage (installed /to be installed) in the auxiliary and fuel handling buildings and miscellaneous areas of materials and equip-ment for compliance with the requirements of ANSI N45.2.2 - Packag-ing, Shipping, Receiving, Storage, and Handling of Items for Nuclear Power Plants, the nuclear steam supplier (Westinghouse) and Public Service of Indiana's Management Manual for Construction Procedures.

No items of noncompliance or deviations were identified.

The Resident Inspector also observed the application of the water-proofing materials (test application), lower level auxiliary build-ing in accordance with Newberg-Marble Hill Procedure WPN-39, Revi-sion 1, dated February 15, 1980, " Concrete Sealing".

No items of noncompliance or deviations were identified.

4.

The Resident Inspector attended an indoctrination training session conducted by Public Service of Indiana on February 29, 1980. This training was conducted in accordance with Marble Hill Generating Station Project Management *.anual Procedure PMP 1.04 Revision 0, dated February 26, 1980. The training appeared to be adequate.

It was also noted that the copies of the " Owner's Station Rules" given to each employee at these training sessions contained a copy of a letter with instructions "... to inform key PSI management of quality problems should concerns exist... " This letter also included the telephone numbers of NRC Regional office and the NRC site Resident Inspector.

No items of noncompliance or deviations were identified.

verification program. The specific activity being performed was the e

inspection of concrete and reinforcing steel " Category I Concrete Surface Irregularities" to Special Projects Procedure SPP-5 and the i' Category I Reinforcing Steel" to SPP-2.

No items of noncompliance or deviations were identified.

During this reporting period, the week of February 11, 1980, Region III Inspector J. Schapker visited the site for on-the-job training as Reactor Inspector.

Exit Meetings The Resident Inspector attended the exit meetings conducted by Region III Inspector F. Hawkins on February 8 and 29, 1980. The Resident Inspector met with licensee representatives denoted under Principal Persons Contacted periodically during this reporting period. The inspector summarized the scope and findings of the inspection.
