Inspection during the period of May 1-31, 1980 (Reports No. 50-546/80-22; 50-547/80-22)

Areas Inspected:

Inspection by the IE Regional Resident Inspector of the Auxiliary Building, Fuel Handling Building, Unit 1 and 2 containments and miscellaneous areas to verify that activities in progress complied with the stop work order of August 7, 1979. This inspection also included a review of the storage and maintenance activities for safety related items, an overview of the Construction Verification Program, and a review of the Project Quality Assurance Manual. This inspection involved a total of 224 inspector-hours on site by one NRC inspector.

Results: No items of noncompliance or deviations were identified.

Functional or Program Areas Inspected 1.

Construction Activities Inspection of construction activities indicated that work in all Category I areas, i.e., safety-related work, remains terminated in accordance with NRC confirmatory order dated August, 1979, except for material receiving, storage, and maintenance. Three inspections were also conducted during off shift periods.

No items of noncompliance or deviations were identified.

Storage and Preservation of Material and Equipment The Resident Inspector observed the storage conditions and mainten-

ance activities in laydown areas, warehouses, and interim storage in the Auxiliary and Fuel Handling Buildings and other storage areas of material and equipment. These inspections were performed to assure compliance with the requirements of ANSI N45.2.2 - Packaging, Shipping, Receiving, Storage, and other requirements of the Nuclear Steam System Supplier (Westinghouse) and the Public Service of Indiana's Project Management Manual.

No items of noncompliance or deviations were identified.

Construction Verification Program The Resident Inspector observed the activities in progress related to the Construction Verification Program. These activities specifically

Project Quality Assurance Manual (PQAM) Review The Resident Inspector completed a review of the Project Quality Assurance Manual. This review included verification that PSI com-mitments for the revised Quality Assurance Program Description

(letter to Mr. Ifarold R. Denton, Director, Office of Nuclear Reactor

Regulation, USNRC, dated April 2P, 1980 from S. W. Shields) were incorporated into the current revision. The PQAM appears' adequately responsive to the requirements and is acceptable, pending review by USNRC Region III management.

No items of noncompliance or deviations were identified.

Congressman Toby Moffett, Connecticut, Chairman of the Subcommittee on Environment, Energy and Natural Resources, and Staff Director Resources, and Staff Director John R. Galloway visited the plant site on May 2, 1980. This visit to the Marble Hill site included a site tour and discusi, ion of actions taken by Public Service of Indiana to correct the various problems identified by the NRC and PSI.

The Resident Inspector participated in the Commissioner's briefing conducted in Washington, D.C. on May 7, 1980 relative to Marble Hill.

7.

On May 28-30, 1980, J. Hughes and T. Vandel, Resident Inspectors for Perry and Wolf Creek visited the Marble Hill site.
