Areas Inspected: A special inspection of the completely revised Document Control system was conducted to assure procedural and system adequacy i

The inspectors reviewed document control procedure PMP 5.02, Revision 7, dated 10/6/80 for content and being adequate to control this i
activity to the requirements of the Project Quality Assurance Manual l
(specifically sections 5 and 6) this procedure as reviewed was found to be acceptable.

Training The inspectors reviewed the training for document control personnel to assure the requirements of procedures PMP 1.04, Revision 3, Training,were met; also that the specific requirements of PMP 5.02 Revision 7 were included in the training. Attendance records and l
reading lists were also reviewed to assure all personnel currently engaged in this activity pere so trained. This review was acceptable.

Implementation The inspectors also reviewed the actual implementation of the Document Control System to procedure PMP 5.02, Revision 7.
This review was limited to only two control stations. Site Document i
Control Center (SDCC) and Control Station No. 1 (the construction I
reference library). Numerous other control stations were planned j
for implementation in the near future but were not functioning
'
during this inspection.

l This part of the inspection revealed some problem areas that required additional action by PSI for resolution:
1.
A large number of "un-status"/" uncontrolled" drawings / documents were found to be not properly controlled. These items were located primarily in construction trailers. Additional action by PSI in the form of stamping, collection and destroying these items proved to be acceptable.
2.
Several Project Management Manual's were found not to be current or had " controlled" copies identified " uncontrolled". All manuals were recalled, reverified, corrected and reissued, this was found to be acceptable.
The problems noted above were primarily related to the userh. Additional training was conducted by the licensee.
The corrective action noted above took place during the course of this inspection, was reviewed, and found acceptable by the NRC.
Results:
The Document Control system, together with corrective action taken during this inspection was found to be acceptable to the NRC.
No items of noncompliance or deviations were identified in this area.
Exit Meeting The inspectors met with the staff representatives (denoted under Persons Contacted) at the conclusion of the inspection on October 28, 1980. The inspector summarl ed the scope and finding of the inspection.
Interim exit debriefings were also conducted on October 10 and 17, 1980 l
due to the on-going inspection.
