. Inspection during the period of December 1-30, 1980 (Report Nos. 50-546/80-46; 50-547/80-46)

Areas Inspected:

Inspection by the IE Regional Resident Inspector of activities at the site to verify that the activities being performed complied with the. NRC Confirming Stop Work Order, dated August 15, 1980, and within the scope of the graduated rescission of the order as identified in letters dated July 7,1980 (authorization for PSI to resume receiving inspection activities), November 13, 1980 (authorization for two firms, Cherne and Commonwealth-Lord JV, to resume receiving inspection activities), and December 5, 1980 (authorization for two firms, Cherne and Commonwealth-Lord JV, to resume construction activities with certain conditions being specified). The inspection also consisted of a review of storage and maintenance activities for safety related items, a review of the. PSI and Cherne receivis g inspection activities and participation in a Systematic Assessment of Licensee Performance (SALP)

meeting. This inspection involved a total of 98 inspector-hours on site by i

Functional or Program Areas Inspected 1.

Construction Activities Inspection of construction activities were performed by the Resident Inspector to assure that work in category 1 areas was being performed within the scope of the NRC confirmatory order dated August 15, 1979 and graduated rescission to the order by NRC let'lers of July 7, November 13 and December 5, 1980. The activities observed were within this scope.

No items of noncompliance or deviations were identified.

Storage and Preservation of Material and Equipment The Resident Inspector observed the storage conditions and maintenance activities in laydown areas, warehouses, and interim storage in the Auxiliary and Fuel Handling Buildings and other storage areas of material and equipment. These inspections were performed to assure complience with the requirements of. ANSI N45.2.2-Packaging, Shipping Receiving, Storage and other requirements of the Nuclear Steam System Supplier (Westinghouse) and the Public Service of Indiana's Project Management Manual.

No items of noncompliance or deviations were identified.

Receiving Inspectiort Program The Resident Inspector observed the ongoing receiving inspection activities being performed in accordance with Project Management Manual Procedure PMP-3.07, Revision 5, dated October 28, 1980, for PSI activities.

This observation also included the receiving inspection activities being performed by Cherne Contracting Corporation in accordance with Procedure 11.1 Revision 6 and 11.2 Revision 7.

No items of noncompliance or deviations were identified.

Systematic Assessment of Licensee Performance (SALP)

The Resident Inspector participated in the SALP meeting conducted at Marble Hill on December 9, 1980.

The results of this assessment were documented in NRC Inspection Report numbers 50-546/80-45 and 50-547/

80-45.

' Media Contact The Resident Inspector was interviewed (per telecon) on December 9, 1980 by Ms. Kay Stewart, reporter for the Louisville newspaper, the "Coarier-Journal". The subject was the restart of construction activities and j

restrictions / conditions established by the NRC.
