Program or Functional Areas Inspected 1.

Safety Related Electrical Installation The inspector toured the containment structures and auxiliary building. Observations during the tour indicate that with the exception of embedded conduit, no electrical work had been per-formed.

During review of documentation for embedded conduit, the inspector noted that more than twenty of the inspection checklists indicated that the checklist was prepared, the inspection performed and re-sults reviewed by the same individual. Licensee representatives state that a new procedure has been drafted to preclude recurrence of inspection results being reviewed by the individual who perform-ed the inspection. This item is unresolved pending the inspector's review of the new procedure.

Electrical checklists included a space for project manager review when applicable. None of these checklists included a signature indicating that the project manager had reviewed the checklist.

The inspector was unable to determine, by review of procedures or through converstaions with licensee and contractor personnel, under what conditions checklist review by the project manager was applicable. This item is unresolved.

The inspector was unable to determine the basis for certifying a

Commonwealth-Lord inspector as a Level III electrical inspector.

According to the individual's experience summary on file in his qualification folder, he began working in construction in August 1971 and was certified as a Level III inspector in February 1978.

The indicated six and a half years experience is less than the experience requirements in ANSI N45.2.6 for a high school graAuste to be certified as a Level III inspector. The individual has since been assigned other duties and is no longer involved in in-

spection activities. Licensee representatives at the exit inter-

view agreed to make a determination as to the basis for certifying

Electrical Penetration Assemblies The inspector reviewed the onsite QA documentation packages for the

'

containment electrical penetrations manufactured by CONAX Corporation.

The documentation for the penetrations appeared to be incomplete in that data verifying environmental qualification was not included.

The licensee personnel on site were uncertain as to whether the documentation had not been received or if the environmental data were at either corporate headquarters or the architect / engineer for review. This matter is unresolved.

Electrical Installation and Inspection Procedures The licensee and his electrical contractor are in the process of developing new QA/QC procedures for activities involving the in-stallation, inspection, and receipt of safety related electrical items at Marble Hill. Since the procedures were in the development or review and approval stage, the inspector did not review elect-rical procedures during this inspection.

This review will be conducted during a future inspection.

Exit Interview The inspector met with licensee representatives (denoted under Persons Contacted) at the conclusion of the inspection on March 7, 1980. The inspector summarized the scope and findings of the inspection. The licensee acknowledged the findings as reported. The NRC resident in-spector was present at the exit interview.
