Inspection during the period of October 1-31, 1980 (Report Nos. 50-546/80-41; 50-547/80-41)
Areas Inspected:
Inspection by the IE Regional Resident Inspector of the Auxiliary Building, Fuel Handling Building, Unit 1 and 2 Containments with miscellaneous areas to verify that activities in progress complied with the stop work order of August 7, 1979. This inspection also included a review of the storage and mai @ nance activities for safety related items, an overview of the Construction eA Matet ial Verification Program, a review of the licensee program for receiving inspection, and a special inspection on Document Control.
This inspection involved a total of 168 inspector-hours on site by one NRC inspector.
Results: No items of noncompliance or deviations were identified.

Functional or Program Areas Inspected 1.
Construction Activities Inspection of construction activities indicated that work in all Category 1 areas, i.e.,
safety-related work, remains terminated in accordance with NRC confirmatory order dated August 15, 1979, except for material receiving, storage, and maintenance and receiving inspection activities. One inspection was also conducted during off shift periods.
No items of noncompliance or deviations were identified.
2.
Storage and Preservation of Material and Equipment The Resident Inspector observed the storage conditions and mainten-ance activities in laydown areas, warehouses, and interim storage in the Auxiliary and Fuel Handling Buildings and other storage areas of material and equipment. These inspections were performed to assure compliance with the requirements of ANSI N45.2.2 - Packaging, Shipping, Receiving, Storage and other requirements of the Nuclear Steam System Supplier (Westinghouse) and the Public Service of Indiana's Project Management Manual.
No items of noncompliance or deviations were identified.
3.
Construction and Materials Verification Program The Resident Inspector concluded a review of the " Construction and Material Verification Program, Final Report" dated September 12, 1980.
This review was generic for content and the review for technical adequacy is being accomplished by the NRC Region III Staff.
No items of noncompliance or deviations were identified.
4.
Receiving Inspection Program The Resident Inspector observed the ongoing receiving inspection activities being performed in accordance with Project Management Manual Procedure PMP-3.07, Revision 4, dated June 26, 1980.
No items of noncompliance or deviations were identified.
5.
Document Control During this reporting period the Resident Inspector, assisted by E. R. Schweibinz, conducted a special inspection on the Licensee's Document Control System.
Inspection details and results are documented in NRC Inspection Report number 50-546/80-38 and 50-547/80-38.

Meetings / Site Visits During this reporting period the Resident Inspector participated in the following:

On October 71980, NRC Region III management, Messrs. Fiorelli and Williams met with PSI, Mr. S. Shields, to discuss the status of (1) Material and Construction Verification Program (2) The NRC Independent concrete Consultants assessment (3) ASME Code Survey.
On October 31, 1980, an additional meeting also took place with NRC Region III personnel, Messrs. Fiorelli, Williams, Hayes, and Schweibinz, and PSI personnel, Messrs. Shields, Petro, and Ramsett with the subject matter being the same as noted above.
The NRC Independent Concrete Consultants returned to the site October 14-17, 1980, to continue their assessment of adequacy of in place concrete. The two consultants, R. C. Hamm and A. L. Parme, were accompanied by Dr. M. Cassaro (representing Save the Valley, a public interest group) and D. Hayes, NRC Region III, Section Chief.
